The intent of this article is to protect frequenters and users of the Rock River and Lake Koshkonong within the territorial borders of the Town, and provides for their safety, health and welfare during periods of high water.
A. 
No person shall operate a power-driven boat on the Rock River, where posted by buoys for its entire length of Rock River and within 200 feet of the shore of Lake Koshkonong lying in the Town of Milton, Rock County, Wisconsin, faster than a slow no-wake speed. The Captain of the Rock River Boat Patrol shall be authorized to declare a high-water emergency and to post notices and buoys.

B. 
For the purpose of this article, the term "slow no-wake" shall mean operating a boat at the slowest speed at which said boat can be operated and still maintain forward motion and steering control.
A. 
Any person or persons in violation of this article shall be fined not less than $25 and not more than $200 and the costs of prosecution thereof.
B. 
This article may be enforced by the Sheriff's Department, Chief of Police, and any duly authorized agency.

The purpose and intent of this article is to balance the right to use and enjoy recreational activities on and around Clear Lake with the need to maintain safe and healthy conditions on and around Clear Lake, with due consideration of congestion and other potential restrictions or limitations upon the use and enjoyment of the property.
The definitions contained in § 30.50, Wis. Stats., are hereby adopted in full and incorporated herein by reference.
A. 
Statutory. Violation of any of the prohibitions, restrictions and requirements set forth in §§ 30.501 through 30.715, Wis. Stats., shall constitute a violation of this article, subject to the penalties set forth in § 38-7, in lieu or of in addition to possible enforcement action taken by government bodies authorized and empowered to enforce §§ 30.501 through 30.715, Wis. Stats.
B. 
Holiday and weekend personal watercraft use. The operation of personal watercraft on Clear Lake is prohibited at the following times:
(1) 
Each weekend from sunset on Friday until sunrise on Monday; and
(2) 
On Memorial Day, the Fourth of July and Labor Day.
C. 
"Slow-no-wake" boating activity. Boating activity on Clear Lake is limited to slow-no-wake except during the following times when wake is permitted:
(1) 
Saturdays, Sundays, Memorial Day, July 4th and Labor Day only from 11:00 a.m. to 3 p.m. and from 6:00 p.m. to 8:00 p.m.; and
(2) 
Other days from 11:00 a.m. to dusk.
D. 
Placement of slow-no-wake buoys. The Town Board may, in its discretion, delegate to a private lake association made up of riparian owners of property adjacent to Clear Lake the power and authority to place slow-no-wake buoys as regulatory markers pursuant to § 30.66, Wis. Stats.
E. 
Boat traffic direction. Power boating activity on Clear Lake shall take place only in a counter-clockwise direction in relation to the shore of the lake.
Any person who violates any of the prohibitions, restrictions and requirements set forth in this article, or incorporated by reference under § 38-6, shall be deemed in violation of this article, and the Town Board or the Town Police Department may initiate action in any court of competent jurisdiction to impose a forfeiture and/or enjoin the violation. Any person shall, upon conviction of any such violation, forfeit not less than $50 nor more than $2,000 for each day the violation continues, together with the costs of prosecution and, in default of payment, shall be imprisoned in the county jail until such forfeiture is paid, but not to exceed 90 days.
