A. 
The duties of the City Clerk are as follows:
1. 
General duties. It shall be the duty of the City Clerk to attend the meetings of the Council; to keep regular minutes of their proceedings and record the same, and all ordinances which may become laws and all resolutions passed by the Council, in the journal. He/she shall have the custody of the City Seal, the original ordinances and resolutions passed by the Council, and all such other papers, records, and documents as may be entrusted to his/her care, and the same shall be safely and properly kept in the City Hall. He/she shall affix the City Seal to and countersign all such public instruments, documents, and papers as are required by law or ordinance to be attested with the Seal of the City. He/she shall certify under his/her hand and the Seal of the City all such documents, copies of papers in his/her office as may be required for the use of any City Officer. He/she shall furnish to the City Attorney or Council or other officer of the City any record, document, or paper in his/her office, which either may be called for or be used in any court; but for the same he/she shall take and file a receipt. He/she shall, whenever required, furnish the Council with copies or abstracts of any books, accounts, records, vouchers, or documents in his/her office, or any information relating to the business of the City of his/her office, and he/she shall at all times permit any interested City Officer to examine any books, papers, or documents in his/her office, and perform such other duties as may be prescribed by the City Charter.
2. 
To countersign and seal documents. The City Clerk shall prepare, seal with the City Seal, and countersign all commissions and other official documents which the City Manager or Council is required to issue and keep a register thereof, in which the substance thereof shall be noted.
3. 
May administer oaths. The City Clerk shall have the power to administer oaths or affirmations in any matter pertaining to the affairs and government of the City.
