A. 
No person shall hinder or interfere in any way with any authorized or empowered person performing duties under this chapter.
B. 
In the event of a violation of any of the provisions of this article or of any of the provisions of the applicable state statute, the Certified Animal Control Officer may cite the violator by issuing a summons in lieu of complaint. Regardless of whether the violation is by summons or by formal complaint, the Municipal Court of the Borough of Buena shall, pursuant to the provisions of the statute, hear and decide all such charges of violation in a summary manner. In the event that the person so charged is found to be guilty of the violation, a civil judgment shall be entered as provided by statute, and the amount of said judgment shall be recovered in the name of the Borough of Buena. In the event that a person convicted of a violation of any of the provisions of this article or of the applicable state law refuses or neglects to pay forthwith the judgment rendered against him and the costs and charges incident thereto, such person shall be committed to the county jail for a period not exceeding 10 days in the case of a first conviction and, in the case of a conviction for a second, subsequent or continuing violation, for a period not exceeding 30 days.
C. 
Whenever the Certified Animal Control Officer shall impound a dog pursuant to the provisions of N.J.S.A. 4:19-15.1 et seq., or any animal pursuant to this chapter, the Borough of Buena shall be entitled to collect all expenses incurred by the Borough by reason of the detention or impoundment of said animal before the animal is released to his owner or other person who had been keeping or harboring said animal prior to its impoundment.
D. 
The Certified Animal Control Officer of the Borough of Buena is authorized and empowered to enforce the provisions of this article and is hereby authorized to go upon any premises to seize for impounding any farm or domestic animal which he may lawfully seize and impound, when the Certified Animal Control Officer is in immediate pursuit of such animal, except upon the premises of the owner of said farm or domestic animal if such owner is present and forbids the same.
E. 
Except as otherwise provided in Article II for violations of that article, any person who violates any section of this chapter shall be liable to a penalty as set forth in Chapter 1, General Provisions, Article III, of the Code of the Borough of Buena.
