A. 
The Buena Outreach Center shall be entitled to use the senior and community center building, including the offices located therein, without payment of rental fees or charges in excess of that which is paid to the Borough by the county, state or federal government in connection with the operation of the Buena Outreach Program.
B. 
In consideration of the continuous weekly use which is anticipated by the Buena Senior Citizens Club and the yearly rental fee to be paid by said club, the Buena Senior Citizens Club shall be exempt from the payment of a security deposit unless otherwise determined by resolution of the Council of the Borough of Buena.

C. 
The Council of the Borough of Buena may exempt other persons or groups from any of the requirements of this chapter, including nonprofit, charitable or civic organizations, where any of the rules, regulations or rental fees applicable to the senior and community building are not in the public interest or where the imposition of a rule, regulation or fee would work a hardship on such applicant.
D. 
Waiver or exemption from one part of this chapter shall not, however, be deemed as a waiver or exemption from other parts hereof not specifically waived.
E. 
Additionally, any board or department of the Borough of Buena and any independent authority appointed by the Mayor or Council of the Borough of Buena shall be exempt from the rental provisions of this chapter, but all of the remaining requirements of this chapter shall be applicable to such board, department or authority.
