The storm drainage system functions to collect and convey surface runoff to receiving waters during storms in order to prevent flooding. The system consists of improved and unimproved drainage channels, culverts, bridges, trench drains, gutters, ditches, swales, storm sewers and storm inlet structures. Maintenance of the system is necessary to ensure it functions hydraulically as intended. MSD has the major responsibility for the cleaning and maintenance of improved channels and storm sewers in the plan area. Maintenance responsibilities are defined in MSD's "Statement of Policy for Maintenance of Storm Water Sewer Systems and Facilities." Many of the co-permittees are responsible for maintaining the storm sewer systems on their property, and on systems not dedicated to the MSD system. In addition, municipalities are responsible for maintaining bridges, storm culverts, ditches and gutters along the streets in their City. MSD does maintain road inlets and culverts on systems dedicated to MSD. MSD does not maintain detention and retention basins or yard swales. Maintenance of basins and yard swales is the responsibility of property owners, as addressed in MSD's "Rules and Regulations and Engineering Design Requirements for Sanitary Sewage and Storm Water Drainage Facilities."

The City of St. Ann does not have private sewers and therefore bears no responsibility in the cleaning or maintenance of said sewers.

MSD collection system operators, contractors and municipal employees involved in maintenance of drainage systems will be trained on the BMPs in this Article.
