The following general changes are made to the International Property Maintenance Code 2015:
A. 
Delete "ICC Electrical Code" in its entirety and insert "NEC 2014."
B. 
Delete "ICC Plumbing Code" in its entirety and insert "Illinois Plumbing Code, most current edition."
The following amendments, additions and deletions to the International Property Maintenance Code 2015 are adopted:
A. 
Section 101.1 is amended to read as follows:
101.1 Title.
These regulations shall be known as the "Property Maintenance Code for the Village of Homer Glen."
B. 
Section 102.3 Application of other codes, is amended as follows: Delete any reference to the International Plumbing Code, International Electrical Code and the International Zoning Code and insert "Illinois State Plumbing Code, current edition," "NEC 2014" and "Homer Glen Zoning Ordinance." Delete the last sentence in its entirety.
C. 
Section 103.5 is amended to read as follows:
103.5 Fees.
The fees for work shall be as indicated in Chapter 75, Article I, Part 15, Schedule of Building Permit Fees, of the Homer Glen Village Code.
D. 
Section 201.3, Terms defined in other codes, is amended as follows: Delete "International Plumbing Code," "International Electrical Code" and "International Zoning Code" and insert "Illinois State Plumbing Code, current edition," "NEC 2014" and "Homer Glen Zoning Ordinance."
E. 
Section 302.4, Weeds: insert "eight inches" (maximum height of weeds, plant growth).
F. 
Section 304.14, Insect screens, is amended as follows: insert the dates "from March 15 to November 1."

Sections 302.10 and 302.11 are added to read as follows:
302.10 Composting piles.
All composting piles shall be assembled and maintained in such a way as not to create a public nuisance.
302.11 Trees and Shrubs.
All trees and shrubs on any property within the Village shall be properly maintained to keep them healthy and aesthetically pleasing and orderly in appearance. It shall be unlawful to fail to maintain all such trees and shrubs. Dead or diseased trees may be considered a nuisance which presents a danger to public safety. If the nuisance tree is on private property, notice to prune or remove is given to owner. Failure to comply may result in a violation notice, fines and costs associated for the removal of trees or shrubs.
H. 
Section 602.2 is amended to read as follows:
602.2 Residential occupancies.
Dwellings shall be provided with heating facilities capable of maintaining a room temperature of 68° F. (20° C.) in all habitable rooms, bathrooms and toilet rooms based on the winter outdoor design temperature of 6,155 heating degree days. Cooking appliances shall not be used to provide space heating to meet the requirements of this section.

Section 602.3 is amended to read as follows. Exception: Delete the last sentence in its entirety.
602.3 Heat supply.
Every owner and operator of any building who rents, leases or lets one or more dwelling units, rooming units, dormitory or guest rooms on terms, either expressed or implied, to furnish heat to the occupants and maintain a temperature of not less than 68° (20° C.) in all habitable rooms, bathrooms and toilet rooms from October 1 to April 30.
J. 
Section 602.4 is amended to read as follows:
602.4 Occupiable work spaces.
Indoor occupiable work spaces shall be supplied with heat during "habitable working hours" of not less than 65° F.
