No person shall cause or permit any vehicle required to be licensed by or registered with the State of Illinois to be parked or left standing on any public street or road within the Village of Homer Glen without any such vehicle having the license or registration so required. As used herein, "vehicle" shall mean every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power, devices used exclusively upon stationary rails or tracks and snowmobiles as defined in 625 ILCS 40/1-1 et seq.
No person shall cause or permit any of the following enumerated vehicles to be parked or left standing on any public street or road within the Village of Homer Glen, whether or not such vehicles are licensed or registered with the State of Illinois or are required to be licensed or registered with the State of Illinois:
A. 
Trailers, as defined in 625 ILCS 5/1-209.
B. 
Travel trailers, as defined in 625 ILCS 5/1-210.01.
C. 
Truck tractors, as defined in 625 ILCS 5/1-212.
D. 
Recreational vehicles, as defined in 625 ILCS 5/1-169.
Any owner or operator of a vehicle determined to be in violation of the provisions of § 200-16 of this article shall, upon conviction thereof, be subject to a fine of not to exceed $25 in accordance with the provisions of 625 ILCS 5/16-102.5, with each day on which a vehicle is in violation of said § 200-16 constituting a separate and distinct violation, and any owner or operator of a vehicle determined to be in violation of § 200-17 of this article shall, upon conviction thereof, be subject to a fine of not to exceed $1,000 as permitted by the Illinois Municipal Code, and the Village shall further be entitled to apply for an order of court authorizing the towing and removal of such a vehicle.
