No person shall deposit or permit to remain on any highway, street, alley, sidewalk, parkway, tree lawn or public place, except as otherwise provided herein, any building material or equipment, rubbish, debris, dirt, gravel or materials of any kind or any other items.

In the event it is necessary for a street, sidewalk or other public way to be closed or partially closed for any reason, the person requesting such closure shall notify the Public Works Director requesting permission to do so, not less than two (2) working days prior to such closure. In the event of an emergency closure, such notification shall be made as soon as possible. The Public Works Director shall have the discretion whether to allow such closure, the times of such closure, the extent of the closure and the length of time of the closure. The person causing such closure or partial closure shall be responsible for maintaining adequate barricades and traffic control during the period of such closure. No person shall remove or destroy any barricade, warning light or sign placed upon said street or highway as a warning to the public. Failure to comply with the terms and conditions as set by the Public Works Director shall be a violation of this Chapter.

No person shall injure or damage any street, sidewalk, curb, gutter, tree, lawn, parkway, public place, pole, post, light standard or fixture, sign, property or fireplug on any public property.
