The driver of a vehicle involved in a collision or other incident involving a motor vehicle within the City which results in injury to any person or property damage of any nature shall immediately by the quickest means of communication give notice of such incident to the Police Department. Whenever the driver of a vehicle is physically incapable of giving immediate notice of such incident as required in this Chapter and there was another occupant in the vehicle at the time of the incident capable of doing so, such occupant shall give, or cause to be given, the notice not given by the driver.

It shall be the duty of the Police Department to investigate traffic collisions and incidents involving motor vehicles resulting in injuries or property damage of any nature and to charge persons with violations of this Traffic Code for actions which may have caused or contributed to cause such collision or incident.

The Police Department shall annually prepare a traffic report which shall be filed with the Mayor. Such report shall contain information on traffic matters in the City as follows:
The number of traffic collisions, the number of persons killed, the number of persons injured and other pertinent traffic accident data.
The plans and recommendations of the Department for future safety activities.
