The City Manager shall be a resident of the City at the time of his/her appointment, except when approved by the Council, and shall devote his/her entire time to the duties of his/her office.

The City Manager shall be the administrative head of the Government subject to the direction and supervision of the Council and shall hold office at the pleasure of the Council.

All Officers and employees of the City, other than those provided for by Section 105.140, shall be appointed and discharged by the City Manager; provided, that the Council shall have power to make rules and regulations governing the same.

A. 
It shall be the duty of the City Manager:
1. 
To make all appointments to offices and positions specified in Section 110.130.
2. 
To see that the laws of the State, the provisions of this Code and other City ordinances are enforced.
3. 
To exercise control of all departments and divisions that may be created by the Council.
4. 
To see that all terms and conditions, imposed in favor of the City or its inhabitants in any public utility franchises are faithfully kept and performed, and upon information of any violation thereof to take such steps as will be necessary to stop or prevent the further violation of the same.
5. 
To attend all meetings of the Council with the privilege of taking part in the discussion but having no vote.
6. 
To recommend to the Council for adopting such measures as he/she may deem necessary or expedient.
7. 
To prepare and submit the annual budget and to keep the City Council fully advised as to the financial conditions and needs of the City and to perform such other duties as may be prescribed by this Article or be required of him/her by any provision of this Code or other ordinance or resolution of the Council.

The City Manager shall receive an adequate salary to be fixed by the Council which shall not be diminished during the service of an incumbent without his/her written consent.

Before entering upon the duties of his/her office, the City Manager shall take the official oath required by law and shall execute a bond in favor of the City for the faithful performance of his/her duties which sum shall be determined by the City Council.

Every three (3) months the City Manager shall prepare and file with the Council a quarterly report showing receipts and expenditures of the City and a summary of the business transacted for the quarter preceding. Such report shall be published in pamphlet form and copies thereof shall be furnished to the City library, the various newspapers of the City and the citizens applying therefor at the office of the City Clerk.

There is hereby created the office of Assistant City Manager, such office to continue until further action of the City Council.
