There is hereby created the office of Emergency Services Director. The Emergency Services Director shall be appointed by the City Manager.

In order to carry out his/her duties the Emergency Services Director shall have all the powers, duties and responsibilities of the Police Chief and the Fire Chief as those positions are defined by the Code of Ordinances of the City of Neosho, unless those offices are filled individually.

A. 
It shall be the duty of the Emergency Services Director to supervise and coordinate the Police and Fire Departments of the City of Neosho. He/she shall recommend suitable subordinates such as captains, lieutenants, and sergeants, to the City Manager. The City Manager may appoint these positions if he/she deems it in the best interest of the City.
B. 
The Emergency Services Director can delegate duties and authority to the subordinates as he/she deems advisable.

The City Manager shall set the salaries of the Emergency Services Director and all subordinates such as captains, lieutenants and sergeants so long as the total amount of said salaries is within the limits of the budget approved by the City Council.
