The Planning Commission is hereby created to consist of seven members, all of whom shall be residents of Millcreek Township. All members shall have one vote.
All members of the Commission shall be appointed by the Board of Supervisors. This article is not intended to affect the appointment and tenure of current members of the Commission. As authorized by the Municipalities Planning Code (MPC),[1] the Board of Supervisors may also appoint one alternate member of the Commission, an alternate member being able to attend all meetings and to vote on matters in the absence of a regular member unless otherwise provided in the MPC. Matters pertaining to appointment, term and vacancy of members otherwise shall be in accord with MPC Section 203, as may in the future be amended.[2]

Duties, powers and functions of the Commission shall be as provided in § 125-17 of Chapter 125, Subdivision and Land Development, and § 145-115 of Chapter 145, Zoning, as may in the future be amended.
A quorum shall consist of those members of the Commission in attendance at any regular or special meeting.
The Planning Commission shall have authority to adopt bylaws and/or internal operating procedures, so long as they are not inconsistent with provisions of the MPC and/or this article and/or governed by the MPC and/or this article.
Provisions in MPC Sections 202, 203, 205, 206, 207, 208 and 210 through 212, as may in the future be amended,[1] shall govern general provisions regarding the Commission; appointment, term and vacancy; membership; removal; conduct of business; supervision and assistance; and intergovernmental cooperation, unless provided to the contrary in this article.
