The title of this article is "An Ordinance Prohibiting Dogs from Running at Large on County Property; Leash Requirement for Dogs on County Property."
All categories of dogs are hereby prohibited from running at large in County parks and on any other property owned by Buchanan County in Buchanan County, Virginia.
For the purpose of this article, a dog shall be deemed to run at large while roaming, running or self-hunting on County property, including all County parks and not under its owner's or custodian's immediate control by a leash.
Violation of this article shall be punishable by a civil penalty of $150 per violation. Imposition of civil penalties shall not preclude an action for injunctive, declaratory or other equitable relief. Money raised pursuant to this article shall be placed in the County's General Fund.
Any person summoned or issued a ticket for a scheduled violation may make an appearance in person or in writing by mail to the Treasurer of the County prior to the date fixed for trial in Court. Any person so appearing may enter a waiver of trial, admit liability, and pay the civil penalty established for the offense charged.
