Pursuant to an order of the Circuit Court of Southampton County, Virginia, entered on March 28, 1922, in C.L.O.B. 11, page 302, in the office of the Clerk of such court, there is hereby adopted and established the manager form of government, as provided in the general laws of the state, particularly Code of Virginia, § 15.1-925 et seq.[1]

[Code 1962, § 2-5]
The City Manager shall:
(1) 
See that, within the City, the laws, ordinances, resolutions and bylaws of the Council are faithfully executed.
(2) 
Attend all meetings of the Council and recommend for adoption such measures as he shall deem expedient.
(3) 
Make reports to the Council from time to time upon the affairs of the City.
(4) 
Keep the Council fully advised of the City's financial condition and its future financial needs.
(5) 
Prepare and submit to the Council a tentative budget for the next fiscal year.
(6) 
Perform such other duties as may be prescribed by the Council not in conflict with the foregoing.

The regular meetings of the City Council shall be at 7:00 p.m. on the second and fourth Mondays of each month, except for the fourth Monday in December and any Monday which falls on a legal holiday.
Special meetings of the City Council may be called by the Mayor or any two members of the Council, in which case every member shall be notified by the City Manager or the City Clerk in person or by notice left at the domicile of such member.

The City Clerk shall perform all such duties as may be required of the clerk of the Council by state law or by the provisions of the Charter or of this Code or other ordinances of the City.

No officer or employee of the City, including the City Manager, shall enter into any contract of any kind whatsoever, wherein the consideration exceeds the sum of $500, without the consent of a majority of the members of the Council in meeting assembled. This shall not be construed to limit the powers of the City Manager with reference to expenditures authorized in the budget.

All proposed ordinances, resolutions or special actions introduced in the City Council shall be in printed or typewritten form.

The enacting clause of all ordinances passed by the City Council shall read substantially as follows: "The Council of the City of Franklin does ordain as follows:".

The City Clerk shall enter in a book copies of all ordinances passed by the City Council. The book in which ordinances are thus entered shall be known as the "Ordinances at Large of the City of Franklin, Virginia," and shall be indexed.

The City Clerk shall write on the first page of every ordinance entered in the book mentioned in § 2-9, if the same has been amended or repealed, the words "amended" or "repealed," with a reference to the page of the ordinance book where the amending or repealing ordinance can be found.

(a) 
A fee in the amount of $35 is hereby imposed upon any person uttering, publishing, or passing any check or draft to the City for payment of taxes or any other sums due, which is subsequently returned for insufficient funds or because there is no account or the account has been closed.
(b) 
The Treasurer is authorized to collect any fee imposed pursuant to this section.

(a) 
Pursuant to Code of Virginia, § 15.2-1414.6, the salaries of the Mayor, Vice-Mayor and other members of City Council for fiscal year 2004-2005 shall be as follows:
Mayor: $9,300.
Vice-Mayor: $7,550.
Council member: $7,000.
(b) 
Pursuant to Code of Virginia, § 15.2-1414.6, the salaries of the Mayor, Vice-Mayor and other members of City Council for fiscal year 2005-2006 shall be as follows:
Mayor: $9,650
Vice-Mayor: $7,850.
Council member: $7,300.
(c) 
The above salaries shall be paid in equal monthly installments.

(a) 
When any utility accounts and/or penalties thereon or other charges owed to the City are delinquent and the services of an attorney or collection agency are contracted for, there is hereby imposed an attorney's or collection agency's fee of 20% of the amounts of such utility accounts and/or penalties thereon or other charges owed to the City collected by such attorney or collection agency.
(b) 
In addition, there shall be an administrative fee of $20 added for collection of such accounts and/or penalties or other charges subsequent to the filing of a warrant or other appropriate legal document but prior to judgment and an administrative fee of $25 added for collection of such accounts and/or penalties or other charges subsequent to judgment.
(c) 
If the collection activity is to collect on a nuisance abatement lien, the administrative fee shall be $150 or 25% of the costs of abatement, whichever is less, but in no event shall the fee be less than $25.
