A Planning Commission is hereby created for the City pursuant
to the provisions of state law.

The Planning Commission shall consist of seven members, appointed
by the City Council, all of whom shall be residents of the City. At
least half of the members so appointed shall be freeholders. All members
shall be appointed for terms of four years.

All members of the Planning Commission shall serve as such without
compensation.

Any appointed member of the Planning Commission may be removed
by the Council for inefficiency, neglect of duty or malfeasance in
office; provided, that such removal may be made only after a public
hearing at which such member is given an opportunity to appear and
be heard on the charges against him.

Any vacancy in the membership of the Planning Commission shall
be filled by appointment by the Council and such appointment, in the
case of an appointed member, shall be for the unexpired term.

The Planning Commission shall have the functions, powers and
duties which are prescribed by law.
