No application for a license to operate a taxicab in the City shall be granted or renewed to any owner or driver of a taxicab within the City unless such vehicle is equipped with a standard taximeter of such type, style and design as may be approved by the Chief of Police. It shall be the duty of every owner operating a taxicab to keep such taximeter in such condition that such taximeter will at all times correctly and accurately indicate the legal charge for the distance traveled and waiting time.

(a) 
Every taximeter placed on a taxicab to be operated in the City shall be so located that the dial thereof is in plain view of the passenger while riding in such taxicab or upon alighting from the same.
(b) 
Each taxicab shall, during the period between sunset and sunrise, be equipped with a light which shall be so reflected upon the dial of the taximeter as to enable the passenger engaging and using such taxicab to read the figures and fares indicated thereon.

(a) 
No person owning and operating any taxicab in the City shall offer or let the same for hire anywhere within or without the City unless the taximeter installed thereon has been inspected and approved by the Chief of Police. No such person shall detach any certified or inspected taximeter from any taxicab and attach the same to any other taxicab the wheels of which are of different diameter than those with which such taximeter was previously tested unless and until a new inspection or certification is had on such taximeter.
(b) 
Every taximeter shall be at all times subject to inspection by the Chief of Police; and the Chief of Police is hereby authorized, at his instance or upon complaint of any person, to inspect any taximeter, or cause it to be inspected, and upon the discovery of any inaccuracy in such meter, to remove or cause to be removed from the streets of the City the vehicle equipped with such taximeter until such time as the taximeter shall have been correctly adjusted.

(a) 
No taxicab owner or driver operating a taxicab within the City shall charge an amount exceeding the following rates of fare:
(1) 
For the first 2/10 of a mile or fraction thereof: $1.50.
(2) 
For each succeeding 1/10 of a mile: $0.10.
(3) 
For each minute of waiting time: $0.20.
(b) 
For the purpose of this section, waiting time shall include the time when the taxicab is not in motion, beginning with the arrival at the place to which it has been called or the time consumed while standing or waiting at the direction of the passenger; but no charge shall be made for time lost for inefficiency or breakdown of the taxicab or for time consumed by premature response to a call.
(c) 
The charge for each piece of luggage in excess of two average size traveling bags or their equivalent in size shall be $0.10.

The rates provided in § 28-64 shall be posted in a conspicuous place inside each taxicab operated pursuant to a certificate of public convenience and necessity issued under the provisions of this chapter and shall be exhibited to any person so demanding.

All charges for transportation of passengers in taxicabs operated in the City, except when hired on a per-hour basis, must be based on the charges indicated on taximeters meeting the requirements of this chapter. No owner, driver or operator of any taxicab shall charge any passenger or passengers any sum in excess of or less than the sum indicated on such taximeter.

(a) 
Every taximeter shall be equipped with a flag or other mechanical device; and such flag shall be so attached and connected to the mechanism of the taximeter as to cause the meter to operate when such flag is in a position, other than upright, and indicate that the taxicab is not for hire. Such flag shall, when moved forward or downward, start the operation of the taximeter so that the same will operate in the manner defined herein.
(b) 
No driver of a taxicab, while transporting passengers for hire, shall display the taximeter flag in any position other than the position of recording a fare; and no driver of a taxicab, unless carrying passengers or parcels for hire, shall operate such taxicab unless the taximeter flag is in an upright position indicating that such cab is not engaged or hired.
