The City finds that the development of the tax base of the City and the improvement of economic conditions in the City require the establishment of one or more technology zones in the City pursuant to Code of Virginia, § 58.1-3850, within which certain incentives are offered to qualifying businesses to encourage them to locate in the City.

The administrator of City technology zones shall be the City Manager or his designee. The administrator shall promulgate and publish procedures for the administration of this chapter and procedures for qualifying businesses to obtain the benefits offered by this chapter. Applications for the benefits set forth in this chapter shall be made prior to commencement of business as a qualified technology business.

For the purpose of this chapter the following words and phrases shall have the following meanings:
QUALIFYING TECHNOLOGY BUSINESS
(1) 
The term qualifying technology business shall mean any of the following businesses:
Electronic computer manufacturers
Computer storage device manufacturers
Computer terminal manufacturers
Calculator and accounting machine manufacturers
Office machine manufacturers
Semiconductor and related device manufacturers
Communication equipment manufacturers
Electronic and other electrical equipment manufacturers
Telecommunication businesses providing direct sales, services and/or leasing to customers
Manufacturers that process unfinished materials through numerically controlled or computer numerically controlled machinery to produce plastic, paper, metal or rubber products or other finished products
(2) 
In no case shall the use of computers or telecommunication devices or services by a business in its internal operations qualify a business as a qualifying technology business.
(3) 
In addition, to qualify, a business must have at startup a minimum of 20 full-time employees and an investment of $250,000. The investment may be established by combining the value of land, improvements, machinery, tools, motor vehicles and other equipment.

There are hereby established technology zones on the following properties:
(1) 
That 250.96-acre parcel of land located on the west side of Pretlow Street located in the City of Franklin and known as the "Pretlow Industrial Park," as shown on plat entitled "Plat Showing Subdivision of Property for the City of Franklin, Virginia, Scale One Inch Equals 400 Feet, February 21, 1996," of record in the Clerk's office of the Circuit Court of Southampton County, Virginia, in Plat Book 21, Page 73.
(2) 
That 16.76-acre parcel of land located at the southwest intersection of Armory Drive and College Drive known as "Tax Parcel No. 121-(058), Block A, Lot A-4."
