The council may appoint a city sergeant, who may be a member
of the police force. He shall be paid such salary as the council may
fix, and all fees collected by him shall belong to the city. The council
may appoint such deputy city sergeants as may be necessary. The sergeant
and any deputy city sergeants shall have the authority and powers
and jurisdiction which is granted to sergeants of other cities of
the class of Franklin by the general laws of the Commonwealth of Virginia
and the ordinances of the City of Franklin, and they shall perform
such duties as may be prescribed by the state laws and the ordinances
of the City of Franklin. The city sergeant shall be conservator of
the peace, and in criminal matters or offenses the city sergeant and
deputy city sergeants shall have jurisdiction for one (1) mile beyond
the city limits of Franklin in enforcing the criminal laws of the
Commonwealth of Virginia. Any vacancies in the office of city sergeant
and deputy city sergeants shall be filled by the council.
