The name of the Board described in this division is the Board of Social Services of the City of Fredericksburg.

The purposes and duties for which the Board of Social Services has been established are:
A. 
Those set forth in Code of Virginia, § 63.1-38 et seq., regarding local boards of public welfare.
B. 
To administer the operation of the City's department of social services, which shall include the authority and power to approve financial grants associated with the department's operations.

A. 
The five members of the Board of Social Services shall be appointed by the City Council.
B. 
The terms of office shall be for four years.
C. 
All members shall be residents of the City at all times.
D. 
The City Council may appoint one of its members to the local board. When a member of the City Council who was appointed as a member of the local board ceases to be a member of City Council, his office as a member of the local board shall also be vacated and another member of the City Council may be appointed to fill the vacancy.
E. 
Appointments to fill vacancies shall be for the unexpired terms. No person may serve more than two full consecutive terms. A member of the Board who serves two full consecutive terms shall be ineligible for reappointment to the Board until the end of an intervening four-year period dating from the expiration of such two consecutive terms. For the purpose of succession, all appointments except those to fill a vacancy created other than by expiration of a term shall be deemed a full term of office.
