The name of the commission described in this division is the Cable Television Commission.
[Code 1991, § 3-192]
The purposes and duties for which the Cable Television Commission has been established are to:
A. 
Review and consider subscriber complaints regarding franchisee services and operations, and assist in resolving disputes regarding conduct or performance of any franchisee in accordance with § 46-191 or any other cable communications franchise which may be granted;
B. 
Make an annual report on the status of cable operations in the City and the activities of the commission, and prepare a budget for annual operations and activities of the commission;
C. 
Assist and advise the City Council with regard to advancing cable technology and the potential and opportunities for ongoing improvements to the cable system;
D. 
Develop ways and means of utilizing the cable system to further the objective of increased public participation and awareness of local government activities and events of regional significance;
E. 
Advise and assist the City Council in the purchase of cable equipment to achieve stated objectives;
F. 
Formulate recommendations to increase intragovernmental communications via any cable system;
G. 
Monitor activities and operations of any franchisees to ascertain compliance with the requirements of the franchise, and meet with representatives of any franchisees as necessary to resolve problems and facilitate cable operations consistent with the franchise requirements;
H. 
Keep the City Council apprised of changes in Federal Communications Commission regulations and statutes affecting the cable ordinance and system;
I. 
Encourage the use of public access channels among a broad range of individuals, groups and institutions in the City, and make recommendations of general policy to the franchisee relating to the use of public access channels;
J. 
Administer the overall process of cable refranchisement, as required, with policy directions from the City Council; and
K. 
Conduct informal hearings periodically to solicit and evaluate subscriber views of cable service.

A. 
The voting members of the Cable Television Commission shall be as follows:
(1) 
Three members to be residents of the City.
(2) 
A City Manager representative.
(3) 
A school system representative.
B. 
The executive Director of the Central Rappahannock Regional Library or his designated representative shall be an ex officio nonvoting member.
C. 
The chair of the commission shall be selected from one of the three residents-at-large.
D. 
At least one of the resident members should have some degree of expertise in the cable television field.
E. 
The City Manager representative and the school system representative shall be permanent commission members.
F. 
The three City resident members shall have three-year staggered terms, two of which shall run concurrently.
G. 
The commission shall meet at least six times per year. Additional meetings shall be held as required and called by the chair, with adequate notice to all members.
H. 
Three voting members shall constitute a quorum.
