The name of the Board described in this division shall be the Public Transit Advisory Board.

The purposes of the Public Transit Advisory Board shall be to provide citizen input on the public transit needs of the City, to evaluate the performance of the City's public transit system, and to advise the City Council on any public transit issues which the Board considers appropriate for City Council consideration.

A. 
The Public Transit Advisory Board shall be appointed by the City Council and shall consist of 11 members. Nominations for appointment shall be solicited from the following organizations and agencies to fill available positions:
(1) 
The Fredericksburg Area Chamber of Commerce;
(2) 
Downtown Retail Merchants, Inc.;
(3) 
Mary Washington Hospital;
(4) 
Mary Washington College;
(5) 
The Rappahannock Area Development Commission; and
(6) 
The Disability Resource Center of the Rappahannock Area, Inc.
B. 
The City Council shall fill the other positions on the Board with persons representing users of the City's public transit system and with persons who do not use such system. No person shall be appointed to, or continue to serve on, the Public Transit Advisory Board if he is employed by or is affiliated with a service provider organization, such as the Rappahannock Community Services Board or the Rappahannock Area Agency on Aging, or with any private transit company or common carrier.
C. 
All members of the Board shall serve at the pleasure of the City Council.

The Public Transit Advisory Board shall be authorized to set out its own bylaws, procedures, and rules for the conduct of business pursuant to this division. A written report shall be submitted annually to the City Council, not later than December 31, describing the Board's activities during the preceding year and setting forth its proposed agenda and goals for the upcoming year.
