The name of the Board described in this division is the Central Rappahannock Regional Library Board of Trustees.

The purposes and duties for which the Central Rappahannock Regional Library Board of Trustees has been established are:
A. 
Those set forth in Code of Virginia, § 42.1-33 et seq., entitled "Local and Regional Libraries."
B. 
Those set forth in § 10-524.
C. 
To act as the legal body responsible for the execution of contracts with the state library board, with other library boards, and any other agencies, political subdivisions, or legal entities for the purposes of administering public library service within the Rappahannock region.

A. 
Two members of the Central Rappahannock Regional Library Board of Trustees shall be appointed by the City Council pursuant to the provisions of state law.
B. 
The terms of office shall be for four years.
C. 
The Board shall consist of members from other political subdivisions as well as the two members appointed by the City Council.
D. 
The two members appointed by the City Council shall reside in the City at all times.

A. 
The City, pursuant to the provisions of Code of Virginia, Title 42.1, shall participate in a regional library system, to be known as the Central Rappahannock Regional Library, beginning July 1,1971, to provide for the needed expansion and to foster and encourage more extensive use of the library's services and facilities. The regional library system shall consist of one or more of the following counties: Stafford, Spotsylvania, King George, Caroline, and Westmoreland.
B. 
The regional library system shall be established and thereafter administered by a regional library board to be known as the Central Rappahannock Regional Library Board of Trustees in accordance with Code of Virginia, Title 42.1, and this division. The Board of Trustees shall be created and all members thereof appointed in accordance with the provisions of Code of Virginia, Title 42.1.
C. 
The building which shall serve as the public library in and for the City and as the headquarters of the Central Rappahannock Regional Library shall be known as the Wallace Library and shall be located within the City limits.
D. 
The City Council reserves the right to withdraw from the regional library system in the manner provided by state law.
