The chief, with the approval of the City Manager, shall have
the authority to make, establish, and enforce rules and regulations
governing the duties of the firefighters and for the appointment,
discharge and removal of any firefighters.

It shall be the duty of firefighters to respond promptly with
fire equipment to all fire alarms within the City limits, to all alarms
outside the City limits originating from jurisdictions having mutual
aid agreements with the City, and to such other calls as may be specifically
authorized by the chief or the City Manager.
