All City elections shall be held under the provisions of the general election laws of the State, so far as the same are applicable, and when not in conflict with the law governing Cities of the Third Class and the ordinances of the City.

On the first (1st) Tuesday after the first (1st) Monday in April of each year there shall be a general election by the qualified voters of the City for the election of one (1) Councilman from each ward of the City.
A. 
On the first (1st) Tuesday after the first (1st) Monday in April of odd-numbered years, a municipal election of the qualified voters of the City of Richmond shall be held for the purpose of electing a Mayor, who shall hold his/her office for a term of four (4) years, and until his/her successor is elected and qualified.
B. 
On the first (1st) Tuesday after the first (1st) Monday in April of odd-numbered years, a municipal election of the qualified voters of the City of Richmond shall be held for the purpose of electing a Collector, who shall hold his/her office for a term of two (2) years, and until his/her successor is elected and qualified.

Each of the wards mentioned in Section 105.070 shall be entitled to two (2) representatives on the City Council, who shall hereafter be elected, in said wards, in the manner provided by law for the government of Cities of the Third Class and the ordinances of the City.

A. 
Oath Or Affidavit. Any person who files for an elective office of the City shall establish by oath or affidavit that he/she meets all of the qualifications and requirements as established by this Code at the time said person files for that office.
B. 
Forms. The City Clerk shall establish and promulgate forms for individuals filing for office, which lists all of the qualifications and requirements to hold said office along with the necessary affidavit to be signed by the individual desiring to file for any such office.

At the first (1st) meeting of the City Council after an election the City Clerk shall, in the presence of the Council, open the election returns. The City Council shall thereupon examine the same and immediately certify those elected to the various offices.

A. 
The City is hereby divided into four (4) wards, which shall be named and called the First Ward, the Second Ward, the Third Ward and the Fourth Ward, respectively. The boundaries of said wards shall be shown on a map adopted by ordinance on file with the office of the City Clerk and are described as follows:
1. 
First Ward. All the land within the corporate limits of the City of Richmond, beginning at the center of the street where Thornton Street intersects with Main Street; west following the center of Main Street to the western boundary of the City limits; south following the western boundary of the City limits to the southwest corner thereof; east along the south boundary of the City limits to a point where the extension of the center of Thornton Street would intersect the southern limits of the City; north following the center of said Thornton Street and the extension thereof to the place of beginning.
2. 
Second Ward. All the land within the corporate limits of the City of Richmond, beginning at the center of the street where Thornton Street intersects with Main Street; north following the center of Thornton Street to the intersection of Thornton Street and Spartan Drive and then north following the center of Spartan Drive to the northern boundary of the City limits; west along the northern boundary of the City limits to the northwest corner thereof; south along the western boundary of the City limits to the center of Main Street; east following the center of Main Street to the place of beginning.
3. 
Third Ward. All the land within the corporate limits of the City of Richmond, beginning at the center of the street where Thornton Street intersects with Main Street; east following the center of Main Street to the intersection of Main Street and Daugherty Street; north following the eastern boundary of the City limits of the northeast corner thereof; west along the northern boundary of the City limits to the center of Spartan Drive; south following the center of Spartan Drive to the intersection of Thornton Street and Spartan Drive and then south following the center of Thornton Street to the place of beginning.
4. 
Fourth Ward. All the land within the corporate limits of the City of Richmond, beginning at the center of the street where Thornton Street intersects with Main Street; east following the center of Main Street to the eastern boundary of the City limits; south along the eastern boundary of the City limits to the southeast corner thereof; west along the southern boundary of the City limits to a point where the extension of the center of Thornton Street would intersect the southern limits of the City; north following the center of said Thornton Street and the extension thereof to the place of beginning.
