It is the intent of the Richmond City Council and Governing Body, in the best interest of the Richmond City Police Officers and the Richmond Police Department, to establish, maintain and operate a portion of City property to be known as the Police firing range. Said property is located on the north section of the North City Barn location.

The Police firing range will be established, maintained and operated for the sole purpose of keeping the Richmond Police Officers trained in the use of duty and off-duty firearms. The training will include setting and executing classes. Additionally, the Richmond Police Officers will "qualify" with their weapons on a regular basis.

A. 
The Chief of Police will appoint an individual as Range Master. This individual will be charged with the responsibility of executing current and accepted firearms training classes for officers, maintaining safety standards for all exercises on the range and overseeing the maintenance and improvements on the range.
B. 
The Range Master will be trained in a State-approved course and be registered with the State of Missouri as a certified Range Master.
C. 
The Range Master will be under the direct supervision of the Chief of Police.

A. 
Although the Police firing range is established, maintained and operated for the sole purpose of training and qualifying Richmond Police Officers, under Section 215.250, Subsection B, Subparagraph 8, other groups may use the range if the following exists:
1. 
Permission for use is requested and approved, in writing, by the Chief of Police and the Mayor; and
2. 
The request is submitted at least sixty (60) days in advance to the Chief of Police; and
3. 
The Range Master is available to be present during the time the range is in use; and
4. 
The organization and/or group adheres to all range rules and Range Master directions; and
5. 
The organization and/or group remit payment in the amount of forty dollars ($40.00) per hour of use with a minimum of a two (2) hour fee.

A. 
All range safety rules will be followed at all times by all individuals present on the range. Authority will be given to the Range Master to remove any and all individuals using the range who violate the range safety rules.
B. 
One (1) or more of the following will secure the Police firing range:
1. 
A continuous fence with locked gates; or
2. 
Signs posted along the perimeter that read "Authorized Personnel Only".
C. 
When the Police firing range is in use with "live" ammunition, a red flag will be posted in an upright position at the entrance gate to the North City Barn and a second (2nd) red flag will be posted in an upright position at the entrance to the range.

A. 
Any individual(s), organization(s) and/or group(s) that enter the range without written permission from the Chief of Police and without the presence of the Range Master will be cited under Section 215.380 Trespass in the First Degree. The exceptions to this are as follows:
1. 
City crews conducting maintenance and improvements with the Chief of Police, Mayor and Range Master's knowledge.
2. 
Contracted crews conducting maintenance and improvements with the Chief of Police, Mayor and Range Master's knowledge.
3. 
The Mayor and/or City Administrator accompanied by any other City Official or invited guest for the purpose of conducting a routine inspection and/or tour of the property with the Chief of Police and Range Master's knowledge.
