All unclaimed property, other than money or cash, coming into the possession of the Richmond Police Department from any source whatsoever and having any value shall be properly marked and catalogued so as to show its source and the date of its receipt and shall be kept and disposed of as provided in this Article.

At such times as the Chief of Police shall deem necessary, all unclaimed property, except guns, coming into the possession of the Richmond Police Department which has remained unclaimed for more than ninety (90) days and the owner of which is unknown, shall be sold at public auction by the Chief of Police at a location deemed suitable for said sale. At least two (2) weeks' notice of the time and place of such sale will be given in a newspaper of general circulation in the City.

All money received from the sale of unclaimed property, after deducting the expenses of the sale, shall be deposited into the general operating fund of the City and shall then be allocated at the discretion and direction of the Mayor, City Administrator and/or City Council. This money shall be accompanied by an itemized list of expenses of the sale and a verified list identifying the article(s) sold, the sale price and the name of the purchaser.

All unclaimed money or cash coming into the possession of the Richmond Police Department shall be properly marked and catalogued and held in a secure location for at least one (1) year. After the period of one (1) year if the money or cash remains unclaimed, it shall immediately by deposited into the general operating fund of the City and shall then be allocated at the discretion and direction of the Mayor, City Administrator and/or City Council.
