There is hereby established a board to be known as the Park Board.

The Park Board shall consist of nine (9) citizens who shall reside in the City and who shall not be members of the City Government.

The Mayor shall, before the first (1st) day of June of each year, appoint three (3) members of the Park Board who shall hold office for a term of three (3) years and until their successors are appointed.

All vacancies on the Park Board shall be reported to the City Council, and thereafter the Mayor shall appoint a qualified citizen to fill such vacancy.

The members of the Park Board shall receive no compensation for the performance of their duties.

The Mayor may remove from office any member of the Park Board for misconduct or neglect of duty.

A. 
The Park Board shall annually elect from its members a President and such other officers as it deems necessary. Such organizational meeting for the purpose of electing such officers shall take place at the first (1st) meeting after the three (3) annually appointed members, as provided in Section 240.070, take office.
B. 
The Secretary of the Park Board, as approved by the members of such Board, shall keep bylaws, regulations and rules of the Park Board concerning the use of the parks, and minutes of all meetings of the Park Board. These minutes shall be delivered to the office of the City Clerk after each meeting.

A. 
The Park Board shall:
1. 
Survey and make plans for the development and maintenance of facilities and activities for an adequate municipal park system.
2. 
Coordinate with other governmental agencies or local governmental authorities the use of municipal park systems for their maximum benefit for the citizens of the City.

All monies received for the park shall be deposited in the City Treasury to the credit of the Park Fund and shall be kept separate and apart from the monies of the City. All monies expended shall be drawn upon by the proper officers of the City upon the properly authenticated vouchers of the Park Board.

A. 
The members of the Park Board shall present to the City Council on an annual basis a report. Such report shall be presented at the first (1st) Council meeting in May of each year and shall consist of:
1. 
The condition of their trust as of the first (1st) day of May of each year.
2. 
The various sums of money received from the Park Fund and other sources.
3. 
The sums of money expended by the Park Board and for what purposes.
4. 
Such other statistics, information and suggestions as the Board may deem to be of general interest.
5. 
All such portions of said report as related to the receipt and expenditures of money shall be verified.
6. 
Submit a proposed park and recreation budget for the coming year.
7. 
Make recommendations for improving the parks and recreation program and facilities.
