The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance of any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance of any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

It shall be unlawful for any person to park upon a public street a motor vehicle which does not have attached thereto a current State license plate which has been issued by the proper authority for use on such motor vehicle.

It shall be unlawful for any person to park any truck, tractor-trailer combination, trailer not connected with the tractor or tractor not connected with the trailer, house trailer or bus on the streets within the City for a longer period of time than eight (8) hours in any twenty-four (24) hour period; however, this Section shall not apply to trucks of three-quarter (¾) ton or less capacity.

It shall be unlawful for any person driving a motor vehicle carrying livestock, garbage, carrion, fecal matter or any odoriferous cargo which may be a public nuisance or detrimental to the public health and welfare to park the same within two hundred (200) feet of any residence or business establishment, except for loading or unloading purposes and then not exceeding thirty (30) minutes, at any area or place in the City. It shall further be unlawful to park such motor vehicles within two hundred (200) feet of any residence or business establishment in the City until the same has been thoroughly cleaned and disinfected.

It shall be unlawful to park or stand any motor vehicle on any private property without the consent of the owner of the property.

No motor vehicle having a weight exceeding eight thousand one hundred (8,100) pounds gross vehicle weight shall park upon the City or public streets within the corporate limits of the City of Richmond, Missouri, between the hours of 7:00 P.M. to 7:00 A.M. nor shall such vehicle be parked in such a manner as to interfere with the free influx of traffic upon the public streets, thoroughfares and roads in the City of Richmond at any time during the hours between 6:00 A.M. to 7:00 P.M.

A. 
Enumerated. When there is an accumulation of two (2) inches or more of snow or an expected accumulation of one-eighth (1/8) inch or more of ice due to freezing rain on the basis of a forecast by the National Weather Service, there shall be no parking on the following list of streets:

Crispin Street
Garner Street
Grandview Street
Hill Street
Institute Street
Lexington Street
North Main Street
Royle Street
South Street
Thornton Street
Wellington Street (from Pine to South Street)
Whitmer Street (from S. Camden to Main Street)

B. 
Authority Of Police To Move — Fine. In the event any vehicles are parked on the streets, alongside the streets, on the hard surface of the street or on the shoulders of the street, or any portion of the vehicle extends upon the traveled area of said street, the officers of the Police Department shall have the authority to have said vehicles moved by towing or other provisions. Additionally, there may be a fine imposed from a minimum of twenty-five dollars ($25.00) to one hundred dollars ($100.00), along with the expense of towing or removing said motor vehicle.

A. 
There are hereby established designated parking areas for the voters of Richmond, Missouri, and the County of Ray to be as follows:
1. 
On the west side of Thornton Street, between Highway 10 (Main) and North Main Street; and
2. 
On the east side of College Street, between Highway 10 (Main) and North Main Street.
The established parking areas are to be appropriately marked with adequate signage on the day of special use by the voters of the City of Richmond and County of Ray.
B. 
It shall be unlawful for any person to park a motor vehicle in the designated areas established in Subsection (A) above unless they are registered voters and are so parking their vehicle for the sole purpose of entering the Ray County Courthouse for the purpose of voting in any election within the City and/or County.
C. 
The designated parking areas established in Subsection (A) above and the persons allowed to use these areas as established in Subsection (B) above shall park their motor vehicles in the designated areas for purposes of voting in the Ray County Courthouse on all election days held in the City of Richmond and/or the County of Ray between the hours of 6:00 A.M. and 7:00 P.M. on any election day held in the City of Richmond, Missouri, and the County of Ray.
D. 
Any person convicted of violating this Section shall pay a fine of not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) as assessed by the Municipal Court.
