Every person residing within the corporate limits of the City owning an operable motor vehicle or motorcycle shall pay a license tax therefore from the City Collector as listed on your annual personal tax statement.

The license tax for each motor vehicle licensed under this Article shall be as follows:
Passenger automobiles: $6.00.
Recreational vehicles: $6.00.
Trucks, all weights: $6.00.
Vans and sport utility vehicles: $6.00.
Buses: $6.00.
Motorcycles: $6.00.
(Proof of ATV at time of payment will deem abatement of that fee.)
Each person that lives inside the City limits of Richmond, Missouri, must turn in an assessment form to the Ray County Assessor's office prior to March first (1st) of each year listing all vehicles owned on January first (1st) of that year. City vehicle license fees are acquired from this information and applied to the City personal property tag totals following the detailed schedule listed above.
There are no "City stickers" required to be displayed on vehicles.

The City Collector shall not issue a license required by this Article to any person until the City personal property tax for the year next preceding the year for which such license is to be issued shall have been paid.

Every automobile dealer and automobile salesman driving for his/her own use a motor vehicle or motorcycle upon which is displayed a "dealer's tag" shall be required to have a City license displayed on said motor vehicle or motorcycle.

Every person required by this Article to purchase a City motor vehicle license shall purchase the license on or at the time of the payment of the personal property taxes for the year next preceding a year from which such license is to be issued. The license shall be purchased on that date. If the license is not purchased before January first (1st) of each year, the person shall be charged with a penalty and interest in the amounts established by the Ray County Collector and as provided by State law.

All licenses required pursuant to this Article shall be displayed by attaching the license to the lower right-hand corner of the front windshield of the motor vehicle or in the case of motorcycles in such a manner that the license is readily visible.
