Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in this section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

It shall be unlawful for any person to park, leave standing or drive a vehicle in or upon any street that has been barricaded for the purpose of repair or resurfacing.

It shall be unlawful for any person to park or leave standing any vehicle:
A. 
In or upon any street or highway in the Township of Millcreek within nine feet of the center of the street or highway or within six feet of any public or private driveway, or opposite any public or private driveway; or
B. 
In such a matter as to not leave an unobstructed width or roadway or highway between the vehicle and the opposite edge of said roadway or highway allowing for the for the free passage of other vehicles, including such vehicles as ambulances or fire equipment.
No person shall park a vehicle upon any of the streets or parts of streets described in this section, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.

A. 
Except for persons parking vehicles lawfully bearing registration plates or parking placards issued to handicapped persons or disabled veterans, no person shall park a vehicle on public or private property reserved for a handicapped person or disabled veteran.
B. 
The areas so established or designated as parking for handicapped persons and disabled veterans shall be duly marked and posted as areas restricted to parking for handicapped persons.
C. 
Any person charged with violating Subsection A of this section shall, upon summary conviction before a Magisterial District Judge, be sentenced to pay a fine of $100 and costs of prosecution, and in default of payment thereof, shall undergo imprisonment as the law provides.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in this section, except as specifically provided for such zone.

A. 
The provisions of this Article shall be enforced by the Police Department and the Animal Resource-Code Enforcement Officer.

B. 
Any person or persons who shall violate any provision of this article other than § 137-23 shall be assessed a fine of $20 which shall be due within 15 days after issuance of the citation or enforcement notice, which fine shall increase by $5 to $25 if not paid within such fifteen-day period. In the event such fine is not paid within 15 days after issuance of the citation or enforcement notice, the Millcreek Township Police Department shall institute with the Magisterial District Judge having appropriate jurisdiction a summary offense enforcement action under the Pennsylvania Rules of Criminal Procedure, and such person or persons, upon conviction thereof in said action, shall be sentenced to pay a fine of not less than $25 and not more than $50, as well as costs of prosecution, all court costs and all attorney's fees incurred by Millcreek Township in such action. To the extent permitted by state law, such fine shall be paid over to the Millcreek Township Treasurer.
C. 
The ticket or citation issued for a violation whose penalty is established by this section shall contain notice of the amount of the fine, the number of days after its date within which such fine shall be paid prior to an increase in the fine amount and instructions as to payment of the fine.
D. 
In addition to the other enforcement powers of the Millcreek Township Police Department has to enforce this article, whenever any police officer finds a vehicle in violation of any of the provisions of this article, the police officer may move the vehicle; cause the vehicle to be moved or towed; or require the driver, owner, or other person in charge of the vehicle to position the vehicle off the roadway where the vehicle will not interfere unduly with the repair, resurfacing, or snow removal operations, at the expense of the vehicle owner.
