A. 
There is hereby established an Emergency Management Advisory Committee which shall consist of five (5) members who shall be residents of the Village. The Board of Trustees shall elect one (1) of the members of the Board of Trustees to serve as Committee Chair for a term of one (1) year.

B. 
The Committee Chair shall appoint a Trustee to serve as Committee Vice Chair for a term of one (1) year.
C. 
The Chair and Vice Chair shall nominate three (3) additional committee members to each serve one-year terms. These nominees shall be confirmed and appointed by the Board of Trustees.
D. 
Vacancies shall be filled by the nomination of a new member by the Chair and Vice Chair, with appointment by the Board of Trustees, with the new appointee to serve to the end of the unexpired term.
E. 
The Chairman of the Board of Trustees and the Chief of Police and Administrator shall be ex officio, non-voting members of the Committee and shall be entitled to be present and participate in all meetings of the Committee.

A. 
The Emergency Management Advisory Committee shall have the authority and responsibility to:
1. 
Hear and review complaints by citizens pertaining to public safety and to request the Board of Trustees to direct proper authorities to investigate such complaints.
2. 
Propose to the Board of Trustees, from time to time, suggestions for formulation of emergency response procedures, to be coordinated with various departments of the Village and State and local governments.
B. 
Nothing contained in this Section shall give the Committee any power, either directly or indirectly, to investigate personnel procedures or policies of the public safety ordinance, but may make recommendations to the Board of Trustees if revisions are deemed appropriate.

A. 
The Committee shall meet not less than four (4) times annually. The Committee may meet in special meetings at such additional times as may be set by the Chairman. All meetings shall be held at the Village office.
B. 
All meetings of the Committee shall be open to the public unless otherwise authorized by law.

The Committee shall expend monies within the amounts appropriated for that purpose by the Board of Trustees. The Committee shall not expend any monies or enter into any contracts of any nature without the prior approval of the Board of Trustees.

If a member of this Committee/Commission is absent and unexcused for three (3) consecutive regular meetings or fifty percent (50%) of all meetings in a given year, the Chair will recommend to the Board of Trustees that the member be replaced as soon as possible.
