The purpose of this article is to facilitate the removal of snow, ice and water from highways in the Town of North Castle and to prevent delay and traffic congestion attendant upon and connected with parked vehicles.

No vehicle shall be allowed or permitted to be parked, stored or kept unattended on any Town highway or other highway within the Town of North Castle from 1:00 a.m. to 6:00 a.m. during the period from November 15 to April 1.
Any vehicle stored or parked or otherwise in violation of this article, so as to impede or hinder the removal of snow, or parked or placed or abandoned so as to impede or hinder the flow of traffic, shall be removed to the parking area at the Town Hall or another designated area within the Town, and the owner shall be liable for the towing charges, which shall not exceed $50. The Town of North Castle shall have no responsibility for damages suffered to such vehicle in making such removal pursuant to the provisions of this article.

A. 
It shall be unlawful for any person to deposit, throw, drain or otherwise allow to accumulate water, snow or ice upon any sidewalk, highway or in or upon the gutter or grass area adjoining any highway.
B. 
Except as otherwise provided herein, any person committing an offense against any provision of this article shall be guilty of a violation punishable by a fine not exceeding $1,000 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this article shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
