There is hereby established the position of "Reserve Police
Officer" within the City of Normandy, Missouri.

A.
The
Chief of Police is hereby authorized to appoint any person or persons
to the position of Reserve Officer under such conditions and limitations
as may be designated. Said Chief of Police may similarly remove any
person from said position at any time he/she deems such removal appropriate.
Prior to assuming their duties, Reserve Police Officers shall complete
a prescribed course of not less than one hundred twenty (120) hours
of training.
B.
Prior
to appointment, candidates for Reserve Police Officer shall have their
fingerprints taken and the Police Chief shall cause to be conducted
a thorough investigation of their background and qualifications.
C.
The
Reserve Police Officers shall be, at all times during the performance
of their duties, subject to and act only under the direction and control
of the Chief of Police.
D.
Reserve
Police Officers shall receive no monetary compensation for their services
from the City.

The uniforms and equipment for Reserve Police Officer shall
be furnished by the City and shall remain the property of the City.
Uniforms shall be approved by the Chief of Police and shall designate
in a distinctive manner that they are Reserve Police Officers.

Reserve Police Officers shall not be issued nor shall they carry
firearms until they have completed the firearms training mandated
by the Chief and then only with the permission of the Chief of Police
and while in uniform and in the performance of their official assigned
duties.

Reserve Police Officers, regardless of rank, shall at all times
be subordinate to any and all sworn members of the Police Department.

Reserve Police Officers shall be volunteers and their duties
and authority shall be determined by the Chief of Police, in compliance
with State law.

The Chief of Police shall determine a table of organization
for the Reserve Police Officers and shall determine the length, type,
and manner of training required for all members. The Chief of Police
shall publish a written policy manual which shall provide for the
administration of and the duties of the Reserve Police Officers.

All Reserve Police Officers must be in good health and physical
condition at all times. Each member must present a letter from his
personal physician stating that he is physically able to perform the
duties which may be assigned to him by the Chief of Police.
