A. 
Within thirty (30) days of a property owner letting a residential building to an occupant for a residential use, or otherwise ceasing to reside in the residential building, the owner of such residential building shall file a notice with the City, upon a form provided by the City Clerk, stating the owner's name and address.
B. 
If the residential property contains multiple residential units, under common ownership, the owner need only file one (1) such notice with the City stating that the building is commonly owned.

A. 
The common areas of any building containing two (2) or more residential units shall have secured access to any common areas of the building. The emergency responders including police, ambulance and fire services must be given access to the secured common areas.
B. 
For the purposes of this Section, "common area" shall be defined as those areas of the residential building that are utilized and shared by the majority of the residents of the building and includes, but is not limited to, the building's main exterior entrances.
C. 
For the purposes of this Section, "secured access" shall be defined as entry to a communal area limited to the residents, supervised guests and employees of the residential building, or those otherwise permitted access to the building. Access may be limited by the use of locks, security personnel or any other means appropriate to ensure that only those allowed to be present in the communal areas may gain access.
