Pursuant to the statute in such case made and provided, there is hereby established a Board of Health in and for the Borough of Bellmawr, to be known as the "Board of Health of the Borough of Bellmawr."
A.ย 
Said Board of Health shall consist of seven members, who shall be appointed by the Mayor with the advice and consent of the Borough Council. The persons so appointed shall be citizens and residents of the Borough. The term of each member shall be three years, and the appointments shall be so arranged that the term of two members shall expire each year for two years consecutively, and the third year the terms of three members shall expire. The terms shall commence on January 1 of each year. Vacancies shall be filled in the same manner as original appointments but shall be for the unexpired term only. Each member shall, before entering upon the performance of his duties, file an oath with the Borough Clerk that he will faithfully discharge the duties of his office.

In the event that any member shall be absent from three consecutive regularly scheduled meetings of the Board, the Mayor and Borough Council may declare the position of that member vacant after a public hearing by the Mayor and Council on such issue. Certified notice of said meeting shall be served on the member in question at least 10 days prior to said hearing.
The Board of Health shall elect annually at the January meeting a President. A Secretary shall be elected for a three-year term. It shall be the duty of the Secretary to perform such duties as the Board of Health may direct and to transmit an annual report, after approval by the Board, to the Borough Council. The Secretary shall act as executive officer for the Board when it is not in session; he or she shall make investigations for, enforce the ordinances of and perform such other duties as may be directed by the Board of Health. He or she shall have all the power and authority conferred by law upon the Board when he or she is performing such duties. The Secretary shall not perform the duties delegated to the Health Officer except in his absence or when no Health Officer has been appointed.
The Board hereby created shall have, exercise and perform all the powers, authority and duties vested in and pertaining to local boards of health under and by virtue of N.J.S.A. 26:3-31 and such other New Jersey state statutes which govern local boards of health and bureaus of vital statistics.
The Board shall adopt rules and regulations for its own government.
The Mayor and Council may appoint an attorney to serve as legal advisor to the Board. If so appointed, such solicitor shall be appointed by the Mayor with the advice and consent of the Borough Council to serve a one-year term or until his successor is appointed.
The Board shall not contract any debts of any kind in excess of its appropriations.
A.ย 
The Board of Health and its members, agents or employees shall have the right of entry into and upon any public or private building or premises for the purpose of enforcing or determining whether the provisions of the Sanitary Code or the rules and regulations of the Board are being complied with or obeyed. No person shall oppose such entry or hinder or interfere with the Board of Health or any of its members, agents or employees in the performance of their duty.

A Reporting Officer, or Quarantine Officer, shall be appointed by the Board, whose duty it shall be to receive the reports of cases of communicable diseases required by this Code, forthwith to notify the Quarantine Officer thereof, to keep a record of such reports and, within 24 hours after receipt of such reports, to transmit, in writing, the facts stated therein to the Director of Health of the State of New Jersey. When a case of communicable disease believed to have been contracted in any municipality other than this is reported, the Reporting or Quarantine Officer shall send a copy thereof, together with such other information relating to said case as he may have, to the executive office of the Board of Health of the place where the disease is believed to have been contracted, if said municipality is located within this state, and if said municipality is located without this state, he shall send such information as aforesaid to the Director of Health of the State of New Jersey.
