1. 
There is hereby created a recreation board, which is hereby named and shall be known as the "Recreation Board of Lower Southampton Township," said Recreation Board to be composed of seven members whose names and terms of office shall be as follows: (Here followed the names and terms of office of the first Recreation Board members.)

From and after the said 30th day of September 1967, all members of the Recreation Board of Lower Southampton Township shall be appointed by the Board of Supervisors of said Township.

From and after the 22nd day of January 1976, the Recreation Board of Lower Southampton Township shall consist of seven members. All terms shall expire on the first Monday in January.

In the event that any member of the Recreation Board shall vacate his office prior to the expiration of his term, then the Board of Supervisors shall appoint a successor to serve out the unexpired remainder of said term. When the term of a member of said Recreation Board shall expire, the Board of Supervisors shall appoint a successor, who shall serve for a term of five years. A member may succeed himself in office for any number of terms. Members of said Recreation Board shall serve without pay. All persons appointed shall serve their full terms unless voluntarily resigned or removed by the Supervisors for dereliction or neglect of duty. Vacancies in said Recreation Board arising otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.

The Recreation Board shall advise the Board of Supervisors as to the equipment, operation, supervision and maintenance of such parks, recreation areas and facilities as may be designated by the Board of Supervisors of said Township of Lower Southampton under the provisions of the Second Class Township Code, 53 P.S. § 65101 et seq. It shall be the duty of the Recreation Board and its executive to submit an annual report to the Township Supervisors, including an analysis of the recreation areas, facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and the public needs to be met.

The members of said Recreation Board shall elect their own Chairman and Secretary and select all other necessary officers to serve for a period of one year. Said Recreation Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction.
