This part shall be known and may be cited as the "Lower Southampton Township Task Force for Youth at Risk Ordinance."
2. 
The purpose of this Part 3H is to create and establish a task force for youth at risk for the Township of Lower Southampton. With the youth of the Township being the future of our community, the Board of Supervisors has a concerned interest in the issues and environment affecting young people and desires to provide any assistance and guidance to help them navigate the dangerous waters of today's society, overcome negative influences and be a positive force for their success. The said task force will advise the Board of Supervisors on all matters pertaining to the reduction and ultimate elimination of drug and alcohol abuse, other harmful behaviors, and the effects of depression on youth within the Township of Lower Southampton.

There is hereby created and established in the Township of Lower Southampton, Bucks County, Pennsylvania, a task force for youth at risk, to be known as the "Lower Southampton Township Task Force for Youth at Risk" (hereinafter referred to as the "task force"), consisting of five members who shall reside within the Township and shall serve without compensation.
2. 
The Board of Supervisors shall appoint five citizens to carry out this task. The Board of Supervisors shall appoint two individuals to terms ending the first Monday of January 2010, two individuals to terms ending the first Monday of January 2009, and one individual to a term ending the first Monday of January 2008, and annually thereafter make appointments to three-year terms, until such time as the Board shall, by ordinance, dissolve the task force for youth at risk or amend this subpart as to the number of appointees, term of appointment, purpose or other amendments.

1. 
The task force shall review and advise the Board of Supervisors on all matters pertaining to the reduction and ultimate elimination of drug and alcohol abuse, other harmful behaviors, and the effects of depression on youth within the Township of Lower Southampton.
2. 
The duties of the task force shall include but not be limited to:
A. 
To plan and develop prevention activities within the Township as a deterrent to harmful behaviors.
B. 
To educate the Township residents regarding the dangers, effects and abuse of drugs and alcohol.
C. 
To serve as a forum for the exchange of information and ideas related to drug and alcohol abuse prevention and assistance to youth.
D. 
To identify projects on a regular basis and to carry out activities in an aggressive manner to fulfill the above-stated objectives.

1. 
The task force shall meet at a convenient time and place as soon as possible after the adoption of this subpart and, at such time, shall organize as a task force by electing one of their members as Chairman. The Board shall appoint a Vice Chairman, Secretary and Treasurer.
2. 
The task force shall meet as often as shall be required to perform its duties.
