A. 
There is hereby established the Department of Health and Human Services.
B. 
The Department of Health and Human Services shall consist of separate divisions that are specifically designed to address distinct health and human services needs through the implementation of programs. The authority to remove, transfer, or add any program under this Department shall be vested in the Mayor.
A. 
The Department of Health and Human Services shall be administered by a Director who shall be a City official appointed by the Mayor and confirmed by City Council. The Director's responsibilities shall be to ensure compliance with all federal, state, and local program initiatives; to identify resources to provide quality health and human services in East Orange; and to supervise all Department personnel. The Director shall also consult with the Community Health and Human Services Board on matters within the Department. The duties of the Director of Health and Human Services as set forth by statute and N.J.A.C. 10:90-12, P.L. 1990, c. 66, and P.L. 1997, c. 37, are incorporated within Subsection A of this section.
The Department of Health and Human Services shall consist of the divisions set forth in this section. The divisions shall be separately administered by Managers who shall serve under the supervision of the Director:
A. 
Health Services Division.
(1) 
This Division shall be managed by a Health Officer who shall be a full-time City employee. The Health Officer shall be responsible for insuring that quality health initiatives will mitigate conditions and personal health situations for the citizens of East Orange. The Health Officer shall also specifically recommend local public health policies, coordinate and direct the programs and services of the Health Division, and direct the enforcement of public health initiatives within the municipality as mandated by the state.
(2) 
The following programs and services may be established and provided for within the Health Services Division:
(a) 
Women, Infants and Children (WIC). This program is dedicated to reducing morbidity and mortality among women and children by achieving the specified nutritional objective of providing supplemental foods, nutrition education and referral to ongoing health care to eligible pregnant or breast-feeding women, infants and children under five years of age who are at risk.
(b) 
Vital Statistics. This service registers and coordinates all births, civil unions, deaths, domestic partnerships and marriages of the municipality.

Certificates of marriage, civil union and domestic partnership fees. Certified copy fees for the certificates of marriage and domestic partnership shall be $15; the affidavit or application fee in relation to said documents shall be $28 pursuant to the New Jersey Statutes.
[2] 
Certificates of birth and death. Certified copy fees for the certificates of birth and death shall be $10.
(c) 
Public Health Nursing. This service promotes physical and mental health and prevents disease, injury and disability in the general public by monitoring health status and diagnosing and investigating health problems.
(d) 
HIV Counseling. This service promotes risk reduction of HIV/AIDS transmission through pre- and post-test counseling, as well as HIV testing and individual case management.
(e) 
Lead Poisoning and Prevention Program. This program is committed to the clinical case management and environmental remediation in cases of lead-poisoned children.
(f) 
Environmental Inspection. This service promotes good public health in the community through monitoring inspections and enforcement of all state and local sanitary codes, by inspecting restaurants, nursing homes, schools, day-cares, swimming pools and nuisance complaints.
(g) 
Substance Abuse. This service is to provide quality care to all individuals who come to the facility seeking substance abuse treatment, to include intensive counseling, methadone maintenance and various other treatments.
(h) 
Dental Services. This program develops awareness, provides preventive measures and provides comprehensive dental treatment to school-age children whose parents/guardians are not financially able to handle the cost of dental treatment.
(i) 
Emergency Medical Transportation Services. This service provides ambulance and emergency ambulatory transportation for residents in the City to appropriate hospital or medical facilities.
B. 
Senior Services Division.
(1) 
This Division shall service all older adults to enhance the quality of life of these residents of East Orange through the Division's six major components: outreach and referrals; home and home friends; transportation; special Events; trips; and educational workshops.
(2) 
The Division of Senior Services shall be supervised by a manager who shall be a City employee in the classified civil service qualified for appointment by the Civil Service Commission of this state. The manager shall act under the supervision of the Director of Health and Human Services and shall be responsible for:
(a) 
Administering, supervising and directing the personnel and work of this division as set forth in this article.
(b) 
Periodically evaluating the programs of the division and determining the needs of the public relative to providing services for senior citizens.
C. 
Weights and Measures Division.
(1) 
This Division shall be responsible for the administration and enforcement of those provisions and duties as set forth in N.J.S.A. 51:1-1 et seq., any rules and regulations promulgated pursuant thereto and all applicable sections of the Code of the City of East Orange. The Division shall be responsible for the acquisition and purchase of standards and equipment necessary and proper for the operation of the Division pursuant to its duties under any applicable laws and ordinances. Said purchases shall be made in accordance with the provisions of the Local Public Contracts Law and applicable City ordinances.
(2) 
The Division of Weights and Measures shall be supervised by a manager who shall be the Superintendent of Weights and Measures, a City employee in the classified civil service qualified for appointment by the Civil Service Commission of this state. The Superintendent of Weights and Measures shall act under the supervision of the Director of Health and Human Services to the extent permitted by N.J.S.A. 51:1-1 et seq. In addition, he shall be responsible for inspections, certifications and reports required by this Code, the provisions of N.J.S.A. 51:1-1 et seq., regulations promulgated pursuant thereto and any other statute or law.
D. 
Employment and Training Division.

(1) 
The Employment and Training Division shall be supervised by a manager who shall be a City employee in the classified civil service qualified for appointment by the Civil Service Commission of this state. The Manager of Employment and Training shall be responsible for the implementation and development of employment training programs within the City of East Orange. The manager shall act under the supervision of the Director of Health and Human Services.
(2) 
The Manager of Employment and Training shall also perform the following duties:
(a) 
Act as a liaison to federal, state, county, local and private sector agencies to ascertain the availability of funding for employment training and improvement programs within the City.
(b) 
Act as an informational resource person to employees, employers, community groups and other citizens for career improvement services which may be available within the City.
(c) 
Conduct and/or arrange courses, services or other informational programs for departments, boards and commissions to enable employees to develop better work habits and skills in the workplace.
(d) 
Provide intake services to compile a listing of individuals seeking employment and assist them in applying for employment.
(e) 
Develop and identify jobs in private industry and refer appropriate applicants to them.
(f) 
Coordinate all related educational training and social services to assist citizens who are seeking employment.
(g) 
Perform any other duties that the Mayor or his designee may assign in furtherance of the aforesaid objectives.
There shall be established an Advisory Board to the Department of Health and Human Services consisting of nine residents of the City of East Orange. Each member shall serve three-year terms on a staggered, rotating basis.
A. 
Five members shall be appointed by members of City Council, one from each ward. The Mayor shall appoint all other members.
B. 
Members of the Board shall annually elect a Chairperson. A quorum of the Board shall consist of five members.
The Department shall have such additional personnel as may be necessary.
