A. 
It is the policy of the City of Bowling Green to reserve, retain and maintain its inherent right to manage the business affairs of the City. The right to manage includes, but is not limited to, the following statements of exclusive authority and ability:
1. 
The right to hire and fire.
2. 
The right to maintain order and efficiency.
3. 
The right to determine the extent and nature of all equipment.
4. 
The right to determine the general operations of the City including the number of shifts, the maintenance of schedules and hours and methods of work, the standards of workmanship, the assignment and transfer of personnel and to lay off for lack of work.
5. 
The right at any time to alter, amend, modify or eliminate the manner in which City activities are conducted, including the composition and control of the work force carrying on those activities.
6. 
The right to consolidate services with other governmental bodies and agencies and to privatize or contract out for existing services or proposed services.
