A.
No person shall carry, point, aim or discharge any firearm or weapon
in the open air within the Village or cause a projectile or bullet
emitted from a firearm or weapon to pass over property situated or
lying within the Village, except in self defense or in the discharge
of official duty or during a memorial service or veteran's funeral
or at an indoor rifle range operated under the supervision, guidance
and instruction of a duly commissioned officer of one of the armed
forces, including the National Guard and Reserve forces, or a duly
qualified adult citizen in the United States who has been granted
a certificate as an instructor of small arms practice issued by one
of the Armed Forces of the United States, the Adjutant General of
the State, or by the National Rifle Association of America.
B.
No person shall willfully or negligently discharge in the open air
any firearm or weapon in such a manner as to endanger a person, dog
or other domestic animal or property or game protected by the wildlife
laws of the state, notwithstanding that no injury ensues.
No person shall use what is commonly known as a sling shot,
bean shooter, blow pipe, bow and arrow; or throw stones, snowballs
or other missiles, except on private premises controlled, occupied
or owned by him or her and only in a manner which will not endanger
any other person or property.
Pursuant to Subdivision 1 of § 405.00 of the Penal
Law of the State of New York, the Board of Trustees is hereby designated
the "permit authority" to grant and issue permits for the public display
of fireworks in accordance with the provisions of § 405.00
of the Penal Law.
