The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.
The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.
Except where otherwise provided by signs erected pursuant to duly passed and approved ordinances, no person shall operate a vehicle on any street in the City in excess of twenty-five (25) miles per hour.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is an ordinance violation.
No person shall operate a motor vehicle upon those portions of the roadways which are set forth and described in Schedule I at a rate of speed in excess of that speed limit set for such portions of the roadways by said Schedule.

A. 
The following roadway is hereby declared to be an "accident reduction zone": Broadway (also known as Missouri State Highway "F") from the south City limits north to South 26th Street.
B. 
The Chief of Police shall coordinate with the Missouri Department of Transportation to ensure that proper signage is installed notifying the traveling public of the existence of the accident reduction zone.
C. 
Anyone found guilty of committing any of the following offenses in the accident reduction zone shall have his or her fine doubled:
1. 
Section 320.050 (speeding);
2. 
Section 340.220 (following too close);
3. 
Section 340.170 (improper lane usage);
4. 
Section 340.160 (careful and prudent driving).
D. 
This Section shall be effective for six (6) months after the installation of the signs referenced in Subsection (B) above or until December 6, 2006, whichever is later.

It shall be unlawful for any person to interfere in any manner with the operation of radar or any other device or method used to check, test, gauge or determine the speed of motor vehicles within the City limits or to post any sign or notice that any speed checks are being conducted.

A. 
No person shall drive or operate any vehicle in a race (as defined in Subsection (B) of this Section) on any driveway, alley, street, roadway, highway, or in any off-street parking facility that is open to public use, and no person shall participate, in any manner, in any such race.
B. 
"Race" shall include any speed competition, speed contest, acceleration competition, or acceleration contest; any exhibition of speed or acceleration; any test of physical stamina or endurance of drivers for long distances; any attempt to out-gain, outdistance, or prevent another vehicle from passing, to arrive at a destination ahead of another; and/or any drag race as defined in this Section.
C. 
"Drag race" shall mean the operation of two (2) or more vehicles from a point side by side at accelerating speeds in a competitive attempt to outdistance each other; or the operation of one (1) or more vehicles over a common selected course, from the same point to the same point, for the purpose of comparing the speeds or power of acceleration of such vehicle or vehicles within a certain distance or time limit.
D. 
This Section shall apply even if no racing vehicle(s) exceeds the speed limits applicable thereto.
