All sidewalks hereafter construed along or in front of property within the corporate limits of this City shall be of concrete construction and shall be constructed according to the following plans and specifications, to wit: All sidewalks shall be four (4) feet in width, except sidewalks along and in front of business houses, around the Court House Square and elsewhere in said City, which shall be eight (8) feet in width, the width to be measured from the outer lines of the side or ends of the lots or parcels of ground along or in front of which they are to be constructed and which is coincidental to the right-of-way of the street inward into said lot or parcel of ground from said boundary line and right-of-way; such walks shall be made to conform as nearly as possible to the general level of the ground upon which they are in all cases, where it is possible, they shall be joined to and united with adjoining sidewalks on a level with the same so as to form one (1) continuous even and smooth surface and where necessary fills may be made to bring such sidewalks to a common level. Such sidewalks shall consist of four (4) inches of crushed stone or gravel on a well compacted base, four (4) inches of Portland cement concrete mixed six (6) sacks of concrete to the cubic yard, the aggregate thereof shall be crushed limestone with a gradation no larger than three-quarter (¾) inch rock, it shall contain sufficient fine materials to provide consistency and plasticity to the concrete mix. The top finish of said sidewalk shall be at the discretion of the property owner and the Building Inspector. All work shall be done in a workmanlike manner according to the best and most modern methods now employed in doing such work.

It is the duty of the owner of the real property abutting any sidewalk within the City of Bowling Green, Missouri, to maintain, repair, inspect and construct all such sidewalks in a safe and free of defects manner and in conformity with the Bowling Green, Missouri, City Code so that persons using same may do so without injury. Nothing contained within the Bowling Green, Missouri, City Code shall be construed to place any duty upon the City to inspect, repair, maintain or construct any sidewalk, same being the specific obligation and responsibility of the abutting property owner.
