Whenever three or more persons file nomination papers for any elected office in the City of Watertown, the City Clerk shall always schedule a primary election to narrow the field to the two candidates who obtain the most votes in the primary election.
In the event that one or more candidates notify the City Clerk, in writing, that they no longer want to be a candidate so that there remain only two persons seeking to be elected, then a primary does not have to be held if the notice or notices are received before the deadline for setting the primary election.
