Each "911" call originating in Cass County will be answered by the County Sheriff's Office or by the City it is incorporated in if that City has an existing Public Safety Answering Point.

A. 
To preserve order, enhance the fair administration of justice, and ensure the safety of all persons having business in the Cass County Justice Center, no weapon, explosive, or any item prohibited by order of the Circuit Court shall be permitted in the Justice Center, except as otherwise provided by Federal, State, or local law.
B. 
All persons and packages entering the Justice Center shall be subject to a limited administrative search for prohibited items.
C. 
All persons entering or attempting to enter the Justice Center shall comply with Cass County deputies enforcing this Section immediately without resistance or argument.
D. 
The Cass County Sheriff's office shall implement policies and procedures to effectively enforce this Section.

A. 
Pursuant to Section 488.5026, RSMo., a surcharge of two dollars ($2.00) shall be assessed as costs in each Court proceeding filed in any Court for the County of Cass in all criminal cases, including an infraction and violation of any ordinance of Cass County, or any State charge prosecuted in any Court in Cass County for any violation of criminal or traffic cases; except that no such fee shall be collected in any proceeding in the Court when the proceeding or the defendant has been dismissed by the Court or when costs are to be paid by the State, County or municipality.
B. 
Notwithstanding any other provision of law, the monies collected by the Clerk's of the Court pursuant to the provisions of Subsection (A) of this Section shall be collected and disbursed in accordance with Sections 488.010 to 488.020, RSMo., and shall be payable to the Treasurer of Cass County.
C. 
The Treasurer shall deposit funds generated by the surcharge into an account designated the "Inmate Security Fund". Funds deposited shall be utilized to develop biometric verification systems to ensure that inmates can be properly identified and tracked within the local jail system. Upon the installation of the biometric verification system, funds in the Inmate Security Fund may be used for the maintenance of the biometric verification system and to pay for any expenses related to custody and housing and other expenses for prisoners.
