A.
Background — Purpose. This document describes standard
conventions to be used for naming streets and assigning address numbers
in Cass County, Missouri.
B.
Scope. These Standard Addressing Conventions (SAC) shall
only apply to the unincorporated areas of Cass County.
C.
Overview. The Standard Addressing Conventions (SAC) includes
the following elements:
1.
Definitions of SAC terms and abbreviations;
2.
Standard Street Naming Conventions (SSNC), including pre- and post-directionals,
suffixes and secondary address identifiers;
3.
Standard Address Assignment Conventions (SAAC), including secondary
addresses;
4.
Rules and regulations for changing a particular street or address,
including all the street or address components.

As used in this Chapter, the following terms shall have these
prescribed meanings:

A telephone number to which a telephone call is billed; BTN.

The Cass County Commission, the legislative Governing Body
of Cass County.
A geographical area where telephone subscribers within the
area share the same legislative Governing Body; City; Village; County.
The second to last line of information put on a piece of
mail required by the United States Postal Service (USPS) for guaranteed
delivery; the mailing address; address location information or ALI.
The delivery address line consists of the following components: the
primary address number, pre- and post-directionals, street name, suffix,
secondary address identifiers and secondary address number. Example:
2130 S Oak Av W Lot 2.

The County Sheriff, the Police Department of any municipality,
the Fire Department of any municipality, a fire protection district,
a fire protection association, the emergency medical services department
of any municipality, fire protection district or fire protection association,
an ambulance district, a private ambulance provider or any other public
or private entity that has the authority for fighting fires, law enforcement,
basic or advanced life support emergency medical services or other
emergency services; ERA.

A geographical area where telephone subscribers within the
zone share the same law enforcement agency, fire protection agency,
emergency medical service, community and PSAP; ESZ; Emergency Service

A telephone system utilizing a single three (3) digit number
"9-1-1" for reporting police, fire, medical or other emergency situations;
Section 190.300(1), RSMo.

A public utility providing local telephone service to specific
geographical areas; LEC; teleco; the telephone company. Examples:
Southwestern Bell Telephone Company.
A telephone number to which subordinate telephone numbers
are connected, e.g., a switchboard number; MTN. See "TELEPHONE
NUMBER".
Main telephone number. See "TELEPHONE NUMBER".
The geographical area assigned to a unique zip code.
The last word of the delivery address line that indicates
the geographical direction the street is from another street with
the same pre-directional, i.e., north, south, east, west, northeast,
southeast, southwest and northwest. Example highlighted: 2130 S Oak
Av W Lot 2.
The first (1st) word of the delivery address line that indicates
the geographical direction the street is from the mythical center
point of addressing, i.e., north, south, east, west, northeast, southeast,
southwest and northwest. Example highlighted: 2130 S Oak Av W Lot
2.

The number assigned to a structure, e.g., house, building,
etc., that uniquely identifies the structure from the other structures
on the same street; house number; house address. Example highlighted:
2130 S Oak Av W Lot 2.
Public service answering paint.
The location where "9-1-1" calls are usually and initially
answered; PSAP.

Standard Address Assignment Conventions.
Standard Addressing Conventions.
A title that designates a unique type of location at the
primary address; secondary address unit designator; secondary unit
indicator. The most common secondary address identifiers are apartment,
building, floor, suite, unit, room and department. Example highlighted:
2130 S Oak Av W Lot 2. (For a complete listing of the possible suffixes,
see Appendix O.)
A number assigned to a secondary address identifier that
uniquely distinguishes the secondary address identifier from the other
secondary address identifiers at the same primary address. Example
highlighted: 2130 S Oak Av W Lot 2.
Standard Street Naming Conventions.
A set of rules and norms that describe the agreed upon uniform
practices for primary address and secondary address assignments; SAAC.

The alphabetic or numeric title designating a street; road
name; road number. Example highlighted: 2130 S Oak Av W Lot 2.

The title assigned to a street name that uniquely identifies
the street name from other public or private roads with the same street
name. Example highlighted: 2130 S Oak Av W Lot 2. (For a complete
listing of the possible suffixes, see Appendix O.)
A multi-digit number that uniquely identifies a specific
telephone; ANI; BTN; MTN. A telephone number may consist of a three
(3) digit area code. A telephone number will consist of a three (3)
digit exchange prefix and a four (4) digit number.

A.
Street Names — In Hierarchial Order.
1.
Unestablished streets (platted streets but the streets were never
been put in) shall not be named, e.g., Chestnut in Austin, or Holmes
Circle.
2.
The street names for all State and Federal highways shall use the
State or Federal highway designation in the format of "State Route
XX" or "U.S. Route XX", whereas "XX" is the designation.
3.
A street whose only access is from another State or County, shall
be named in accordance with the out-of-Cass County jurisdiction.
4.
A street within the limits of an incorporated City or Village that
extends into the unincorporated areas of Cass County may keep the
same pre-directional, street name and suffix, especially if the street
does not continue, e.g., a cul-de-sac, the street leaves the County
or State, shortly enters another City, ends at the intersection with
the next County street, etc.
5.
A street that is half within the limits of an incorporated City or
Village and half within the unincorporated areas of Cass County may
keep the same pre-directional, street name and suffix at least until
the street is entirely within the unincorporated areas of Cass County.
6.
A street whose centerline is also a line between two (2) Counties
shall keep the same name even if the street occasionally deviates
from the County line.

a.
a. All streets generally running north and south shall be designated
alphabetic names.
b.
The named streets extending from the metropolitan area into Cass
County shall keep the same name and suffix, e.g., State Line Road,
Ward Road, etc.
c.
When a State name is the complete street name, then the State name
shall be spelled out completely, e.g., S Kansas St.
8.
a.
a. All streets generally running east and west shall be designated
numeric names.
b.
The numeric street names shall be sequential numbered and shall be
an extension of and shall be consistent with the metropolitan street
naming convention, i.e., the Jackson-Cass County line shall be 155th
Street, the next street three hundred thirty (330) feet south shall
be 155th Terrace, the next street three hundred thirty (330) feet
south shall be 156th Street (eight (8) blocks/mile), etc.
c.
The numeric street names shall be spelled out only when there are
duplicate street names, including pre-directional and suffix, within
a postal delivery area.
d.
The single digit, numeric street names of platted but unincorporated
towns shall not be used.
9.
A set of pre-directional, street name and suffix shall not be duplicated
unless the streets are linear with each other.
The meaning of "linear" may include streets
that would actually be parallel, except that the distance between
them is due to a surveyor's adjustment or the two (2) streets are
connected diagonally, e.g., Shimel Street (east of Pleasant Hill)
runs diagonal for some distance, then continues north/south.
10.
Streets shall not change names at an intersection if the street continues
in the same linear direction.
11.
Private streets shall not be named unless the United States Postal
Service (USPS) or the Emergency Telephone System (ETS) Coordinator
determines that the naming of a particular private street will enhance
the processing and arrival of USPS mail or the naming of a particular
private street will enhance the ETS's ability to correctly identify
and notify Emergency Response Agencies (ERAs) that are needed to respond
in an emergency.
The naming of a private street in no way causes the private
street to become a public street.
12.
Street names, along with pre-directionals and suffixes, shall be
posted at street intersections by the Cass County Road and Bridge
Department or any special road district in a standard manner using
reflective lettering and background material.
B.
Pre-directionals.
1.
All streets generally running north and south shall have a pre-directional
of "South".
2.
All streets generally running east and west shall have a pre-directional
of "East".
Exceptions to this convention shall be all those streets running
west of true Main Street, as Main Street is defined by the metropolitan
street naming convention.
3.
When two (2) directional words appear consecutively as one (1) or
two (2) words, before the street name or following the street name
or suffix, then the two (2) words become either the pre- or the post-directional.
Exceptions are any combination of "North" and "South" or "East" and
"West" as consecutive words. In these cases the second (2nd) directional
word becomes part of the street name and is spelled out completely.
C.
Suffixes.
1.
Only suffixes in Appendix C, Street Suffix Abbreviations, Postal
Addressing Standard Publication 28, will be allowed.
2.
If a street has no suffix, the suffix shall be "Street".
3.
If the delivery address line has two (2) consecutive words that appear
on the suffix appendix, the second (2nd) of the two (2) words shall
be the suffix. The first (1st) of two (2) words shall be the last
part of the street name and shall be spelled out in its entirety after
the street name.
D.
Post-directionals. The use of post-directionals shall be
limited to those streets that the USPS or the ETS Coordinator determine
will enhance the processing and arrival of USPS mail or will enhance
the ETS's ability to correctly identify and notify Emergency Response
Agencies (ERAs) that are needed to respond in an emergency.

A.
Primary Addresses.
1.
All primary structures on properties, lots and parcels of land shall
be identified by a primary address.
2.
Primary addresses shall be assigned in a manner that indicates the
most specific and sequential access by the Emergency Responding Agencies
and the United States Postal Service, e.g., addressing the location
of a driveway versus the location of the house if the driveway and
the house are not reasonably in a perpendicular line with the street.
3.
The primary addresses shall be sequential numbered, and shall be
an extension of, and shall be consistent with the metropolitan street
naming convention, i.e., a structure adjacent to "true" S Main Street
shall be 1, a second (2nd) structure three hundred thirty (330) feet
east shall be 101, a third (3rd) structure three hundred thirty (330)
feet east shall be 201 (sixteen (16) blocks/mile), etc.
4.
There are a number of addressing situations that can create difficulties.
The following addressing situations shall not be allowed:
a.
No hyphenated addresses, e.g., 22112-10 S Cleveland Av;
b.
No grid-style addresses, e.g., 805.2 E 195th St;
c.
No alpha-numeric combinations of address ranges, e.g., 7595E Packard
Ln;
d.
No fractional addresses, e.g., 3224½ E 215th Street;
e.
No alphabetic or special characters addresses, e.g., AB S Peculiar
Dr or *#& W State Rte 2.
5.
Primary addresses on a street within the limits of an incorporated
City or Village that extends into the unincorporated areas of Cass
County may extend the primary address range of the City or Village,
especially if the street does not continue, e.g., a cul-de-sac, the
street leaves the County or State, shortly enters another City, ends
at the intersection with the next County street, etc.
6.
Primary addresses on a street that is half within the limits of an
incorporated City or Village and half within the unincorporated areas
of Cass County may extend the primary address range of the City or
Village at least until the street is entirely within the unincorporated
areas of Cass County.
7.
Primary address numbers shall be posted by the addressee or property
owner in the following manner:

No person, agency or business shall adopt, assign, display or cite
any primary address number other than that assigned, as provided by
this convention, for the purpose of property identification or for
the purpose of designating location of property.
9.
The fire protection district or volunteer fire protection association
which provides fire protection services for the location of the assigned
address shall enforce the provisions of these conventions.
10.
Violations of these conventions shall be a misdemeanor and such persons
who violate these conventions shall be allowed thirty (30) days to
comply with the convention before any fine may be imposed.
B.
Secondary Address Numbers.
1.
Secondary address numbers may be assigned for multiple locations
at the same primary address. The following secondary address identifiers
(and abbreviations) do not require a secondary address number; however
all locations at the primary address must be in the same emergency
service zone:

A.
Delivery
address lines (typically address assignments and street names) shall
only be changed by majority resolution of the Cass County Commission
under the following circumstances:
1.
The Emergency Telephone System (ETS) Coordinator may initiate delivery
address line changes if the change will:
a.
Make a particular street name, pre-directional, post-directional,
suffixes and secondary address identifiers comply with the approved
Cass County Standard Street Naming Convention (SSNC); or
b.
Make a particular primary address number or secondary address comply
with the approved Cass County Standard Address Assignment Convention
(SAAC); or
c.
Enhance the emergency telephone system; or
2.
Parties owning land adjacent to a particular street may initiate
a petition to change the particular street name, pre-directional,
post-directional, suffix and secondary address identifier. The petition
must include the following number of signatures:
a.
For a particular street in which there is a only one (1) party owning
land adjacent to the particular street, only the one (1) party owning
the land adjacent to the particular street may sign the initiative
petition; or
b.
For a particular street in which there are only two (2) parties owning
land adjacent to the particular street, both parties owning land adjacent
to the particular street must sign the initiative petition; or
c.
For a particular street in which there are more than two (2) parties
owning land adjacent to the particular street, at least two-thirds
(⅔) of the parties owning land adjacent to the particular street
must sign the initiative petition.
B.
Delivery
address lines shall only be changed by majority resolution of the
Cass County Commission using the following procedures:
1.
The party or parties owning land adjacent to the particular street
must submit the initiative petition to the ETS Coordinator;
3.
The ETS Coordinator shall either certify or decline to certify said
initiative petitions.
a.
If the ETS Coordinator declines to certify an initiative petition,
the ETS Coordinator must return the petition to the petitioners with
the reason for the lack of certification.
If the petitioners want to appeal the decision of the ETS Coordinator,
the petitioners must schedule an appointment with the Commission.
b.
If the ETS Coordinator certifies an initiative petition:
(1)
The ETS Coordinator shall schedule a public hearing with the
Commission.
(2)
The ETS Coordinator shall give notice of the said public hearing
to the following parties:
(a)
All parties owning land adjacent to the particular street through
registered and certified U.S. mail; and
(b)
The primary emergency responding agencies using the particular
street petitioned to be changed; and
(c)
The general public by posting the notice outside the County
Clerk's office and by advertising in at least one (1) newspaper.
(d)
The Commission shall conduct a hearing to allow all parties
for or against the petitioned change to address the Commission; and
(3)
The Commission shall consider the approval or denial of the
petitioned change.
(4)
If the Commissioners approve the petition, then the ETS Coordinator
shall notify the following:
(a)
Cass County Road and Bridge or the Mount Pleasant Township Special
Road District; and
(b)
All emergency responding agencies; and
(c)
The Cass County Assessor; and
(d)
Public utilities, particularly the local telephone company;
and
(e)
Any municipality or adjacent County impacted by the change;
and
(f)
The Missouri Highway Department, if the particular street intersects
with a State or Federal highway; and
(g)
The owners of land adjacent to the particular street; and
(h)
The United States Postal Service.

A.
General Provisions Rural House Addressing System.
1.
A uniform system of numbering properties and buildings as described
by a map and material filed in the Cass County Courthouse in Harrisonville,
Missouri, is hereby adopted.
2.
All properties, lots and parcels of land within the unincorporated
area of the County of Cass shall hereafter be identified by reference
to the rural house addressing system adopted.
B.
Responsibility Of Assigning Numbers. Each principal building
shall bear the number assigned to it by the "911" office, acting on
behalf of the County Commission, as herein provided and where more
than one (1) business or family dwelling unit occupies a single structure
shall bear, in addition to the basic number assigned to the structure,
the supplementary numerals or letters assigned by the "911" office.
C.
Use Of Other Numbers Prohibited. No person, agency or business
shall adopt, assign, display or cite any number other than that assigned,
as provided by this Section, for the purpose of property identification
or for the purpose of designating location of property.
D.
Assignment Of Numbers. All properties, lots and parcels
of land within the unincorporated areas of Cass County shall hereafter
be identified by reference to the rural house addressing system adopted
by this Section, except that all existing number identification of
buildings or lots or parcels not in conformity with the system adopted
herein shall be changed in to more than three (3) months from the
adoption of this Section so as to conform.
E.
Posting Of Numbers. Numbers and letters indicating the official
property number designation shall be posted by the addressee or property
owner. The following is to be adhered to regarding posting of addressee:
1.
Numbers and letters shall be no less than four (4) inches in height.
2.
Numbers must be posted at property entrances and/or to houses/buildings
positioned at a location that provides unobstructed sighting from
the road on which located.
3.
Notwithstanding the provisions of Subsections (E)(1) and (2), numbers and letters may be less than four (4) inches in height, but not less than two (2) inches in height, if such numbers and letters are set on a background of contrasting color and contained on a sign that is affixed to a mailbox post which provides for unobstructed sighting from the road.

F.
Administration. According to Section 67.318, RSMo., the
Fire Department, Fire Protection District or Volunteer Fire Protection
Association which provides fire protection services for the County,
or portion thereof, shall enforce the provisions of this Section.
G.
Penalties. Violation of this Section shall be a misdemeanor
and such persons who violate this order shall be allowed thirty (30)
days to comply with the Section before any fine may be imposed.
