To the extent that the general election laws of the State are applicable, the same are hereby declared to be the law and ordinance of this City in any and all elections of and in the City unless herein otherwise provided.

The City does hereby adopt the procedure of registration of qualified voters as provided by State law.
The City Manager and City Clerk are hereby authorized and directed to establish the necessary procedures therefore in conjunction with the proper officers of the County.

No person shall be entitled to vote at any general or special election to be held within the City who has not been duly registered by the Clay County Board of Election Commissioners or the Ray County Clerk.

A. 
Pursuant to the provisions of Section 78.530, RSMo, the following shall be the procedure for the election of City Council persons, said Section having done away with the primary requirements, when a City adopts the following:
1. 
Any person desiring to become a candidate for Councilman shall file with the City Clerk a statement of such candidacy in substantially the following form:

I, ______________, being first duly sworn, state that I reside at ______________ Street, City of ______________, County of ______________, State of Missouri; that I am a qualified voter therein; that I am a candidate for nomination to the office of councilman to be voted upon at the municipal election to be held on ______________ Tuesday of ______________, 20___, and am eligible therefor, and I hereby request that my name be printed upon the official ballot for such office, and that I will serve as such officer, if elected.

The election authority shall thereupon cause the official ballots to be printed, and upon the ballots the names of the candidates shall appear in the order that their statements of candidacy were filed with the City Clerk, and above the names of the candidates shall appear the words "Vote for (number to be elected)."

The Ballots shall be in substantially the following form. Warning: Voting for more than the total number of candidates to be elected to any office will invalidate this ballot.

When the canvass of votes certified by the Board of Election Commissioners of Clay County, Missouri, and the County Clerk of Ray County, Missouri have been received, the City Clerk shall declare the person or persons receiving the highest number or numbers of votes to be elected to the City Council for the term or terms being voted on by the voters.
The same rules shall apply to and govern special elections to fill vacancies in the office of councilmen as govern municipal elections for such offices as set forth above.
