No person shall sweep into or deposit in any gutter, street, alley or right-of-way or other public place within the City the accumulation of litter from any building or lot or from any public or private sidewalk or driveway. Persons owning or occupying property shall keep the sidewalk and rights-of-way adjacent to their premises free of litter.[1]

No person shall dam, stop, damage, destroy, molest or interfere in any way with any sewer, drain pipe, gutter, culvert, or with the natural course of drainage, established by the City of any avenue, street, alley or other public grounds of the City.

It shall be unlawful for the owner of any property, or the agent of any non-resident property owner, within the City to permit any snow, ice or other obstruction to remain upon any sidewalk in front of or along such property so as to interfere with the free, easy, or safe passage of people along and over such sidewalk.

It is hereby declared unlawful for any person to shovel, rake or throw snow from any building into any street, streets, avenues or alleys, and leave the same in such streets, avenues or alleys.

No person shall plant, grow or maintain in any restricted area any plant, hedge, shrub or other growth, except trees, at a height greater than two (2) feet from the street gutter flow line.
