It shall be unlawful for any person to perform the work of an electrician unless he/she shall first obtain a master electrician's certification so to do.

A. 
The following acts, work and conduct shall be expressly permitted without examination or license as an electrician:
1. 
Electrical work done by a property owner in a residence owned and occupied by him/her as his/her home. Provided, however, that all work and service, herein named or referred to shall be subject to permit, inspection and approval in accordance with the terms of this Chapter.
2. 
Electrical work done by persons engaged by any public service company, in the construction and maintenance of their public utility systems.

A. 
All electrical construction, all material and appliances used in connection with electrical work, and the operation of all electrical apparatus within the City shall conform to the rules and regulations of the National Fire Protection Association for the installation of wiring and apparatus for electrical purposes, as set out in the National Electrical Code, 2017 Edition. The provisions of the 2017 National Electrical Code, as published by the National Fire Protection Association, is for all intents and purposes adopted and incorporated by reference in this Chapter as if fully set forth herein, except insofar as the same may be in conflict with this Code of Ordinances in which case the more restrictive provision shall apply, and except as stated, modified and supplemented in Subsection (B) hereof.
B. 
The following provisions coinciding with provisions of the National Electrical Code supersede or delete, when indicated, the corresponding provisions of the National Electrical Code:
210.12(A) Dwelling Units. All 120-volt, single phase, 15- and 20-ampere branch circuits supplying outlets installed in dwelling unit bedrooms shall be protected by a listed arc-fault circuit interrupter, combination type, installed to provide protection of the branch circuit. Exceptions No. 1, 2 and 3 remain unamended.

A copy of the 2017 National Electrical Code is on file and open for inspection of the public in the office of the City Clerk of the City of Excelsior Springs.

For all purposes of this Chapter, electrical wiring, appliances or devices erected, installed or maintained in accordance with the National Electrical Code are hereby declared to conform to and meet all requirements and provisions of this Chapter.

A. 
Nothing in this Article or in the National Electrical Code hereby adopted shall be construed to effect any suit or proceeding now pending in any court, or any rights acquired, or liability incurred nor any cause or causes of action or existing, under any act or ordinance repealed hereby. Nor shall any right or remedy of any character be lost, impaired or affected by this Article.
B. 
The invalidity of any Section or provision of this Article or of the National Electrical Code hereby adopted shall not invalidate other Sections or provisions thereof.
C. 
Failure to comply with the terms of this Article shall constitute an ordinance violation punishable by a fine of not less than five dollars ($5.00) and not more than five hundred dollars ($500.00).
