No person shall post any bills, signs, posters, or advertisements on any buildings, fences, poles or any other property, whether public or private, belonging to another without the consent of the owner thereof. Such consent shall be secured in writing, and such written consent shall be exhibited by the person having the same to any Police Officer on demand.

It shall be unlawful for any person to advertise, or to attempt to advertise, by marking or painting on any of the streets, or sidewalks within the City.

The word "distribute" for the purpose of this Article, shall mean and include the scattering, throwing, handing out, or any other means of dispensing circulars, handbills or other printed matter.

No person shall distribute handbills or advertisements of any kind by placing or throwing the same on any street, lot, building, or otherwise.

It shall be unlawful for any person to distribute or cause to be distributed any circulars, handbills or other written or printed matter for advertising purposes on behalf of any other person unless such other person shall have first obtained a permit therefor. It shall be the duty of any person making such distribution to inform himself as to whether or not the proper permit has been obtained by such other person.
