It shall not be lawful to commence any construction, alteration, removal or demolition of a building or structure without first filing with the Building Commissioner an application in writing and obtaining a formal building permit. Before a building permit is issued, a building permit fee shall be paid to the City of Overland in accordance with the following tables:

The Building Commissioner may waive a permit fee and not require the issuance of a building permit, where, in his/her judgment, no inspection may be required and where, a homeowner is making a non-structural change involving his/her own labor and a material cost of less than five hundred dollars ($500.00)

Normal inspection fees are included in the above schedule of building permit fees, however, where, in the judgment of the Building Commissioner, additional inspections are required and/or where inspections are called for by the contractor, but the work is found not ready for inspection and/or where the work fails to pass inspection and a re-inspection is required, then an additional ten dollars ($10.00) per such inspection will be made and must be paid before an occupancy permit is issued.

A building permit is valid for one (1) year from the date of issuance. Work must begin within six (6) months from issue date and be completed within one (1) calendar year from the issue date, or the permit is void. The cost of any renewal of a building permit will be the same as the fee for an original building permit for the extent of the work remaining to be done.

A. 
It shall not be lawful to construct or alter any sign without first filing with the Building Commissioner an application in writing and obtaining a formal sign permit. Before a sign permit is issued a sign permit fee shall be paid to the City of Overland in accordance with the following schedule:

Twenty-five (25) square feet or less of exposed sign surface

Each additional twenty-five (25) square feet or fraction thereof (with the maximum fee not to exceed $500.00)

Banners and other temporary signs

B. 
No sign permit will be required nor will any fee be charged for conventional temporary political signs nor for conventional, temporary real estate "For Sale" signs or "For Rent" signs which are properly located on the private property which is for sale or for rent; however, the City Council reserves the right to order the removal of any sign for which no permit has been issued.

It shall not be lawful to commence any use of land or building within the City requiring a special permit or conditional permit without first filing with the Building Commissioner an application in writing therefor and obtaining a formal permit approved by the appropriate agency of the City. A special permit and a conditional permit fee shall be paid to the City in accordance with the following schedule:
